The government is postponing the introduction of ID cards with a chip – Bulgaria

Problems with the delivery of chips around the world will delay their implementation in ID cards, Minister of Electronic Government Bozhidar Bojanov told BNT. The alternative will be a smartphone app that can be used electronic identification for access to administrative services. It should be operational by the end of the year.

The approach is borrowed from Estonia and guarantees the security of personal data, as the access key is divided between the device on which the application is installed and the server part, Bojanov explained. Thus, even if there is a breakthrough in one of the two places, this does not lead to a breakthrough of the respective identity.

Bojanov also commented on the planned ones amendments to the Road Traffic Actwhich eliminates the blue ticket for drivers, and fines can be served and paid online.

“When the permanent address differs from the current one, people have to leave the other side of the country to get their blue coupon back, instead of just paying their fines and everything being clean,” he said. He added that the points in the blue coupon remain as a concept, only being removed from the physical world

If the deputies approve the changes in the law, the drivers will pay their fines online and there will be no need to visit the Traffic Police to be served with the penal decrees. In case the driver wants to appeal the sanction imposed on him, the current order remains.

Ministry of e-Government develops and a complete remote electronic voting system. She is currently being sent to the CEC, where an opinion is expected.

“It will not be used immediately, it can only be piloted so that we have a long enough period of experiments and tests. The goal is to implement it in a real environment, to be sure of it. But it will not be implemented for the next elections – too it’s coming soon “, commented Bozhidar Bojanov.
