The Government Enables Defense Land for Affordable Home Construction in Galicia: 486 Homes Planned

The Government will enable Defense land to build 486 affordable homes in Galicia. Thus, it is planned to build 325 properties in Ferrol, 88 in A Coruña and 73 in the city of Pontevedra. The Council of Ministers yesterday authorized the Ministry of Transport to acquire unused land owned by the Ministry of Defense – up to 8.25 million square meters – to build around 20,000 homes throughout Spainwhich will have an estimated budget of 514.3 million euros.

The objective is mobilize public land to increase the social housing stock through 50 new performances distributed throughout the Spanish geography.

Specifically, the central executive acquires land in Ferrol to build 325 homes in Sánchez Aguilera and the Marinería barracks. In A Coruña buys a plot in A Maestranza to build 77 homes and another eleven on a plot. Finally, in Pontevedra 73 are projected in Campolongo and Mollavao thanks to the signing of an agreement with the local government.

The initiative, framed in the Affordable Rental Housing Plan, will make it possible to have public land in 36 municipalities in Spain to develop properties of public protection. Half of the 20,000 homes announced will be built in Madrid, another 1,600 in Catalonia, 1,516 in Castilla y León, 1,274 in Murcia, 1,000 in Asturias, 972 in Melilla, 659 in Andalusia, 465 in Extremadura, 462 in Castilla La Mancha, 393 in the Canary Islands, 257 in Cantabria, 120 in Aragón, 112 in the Valencian Community, 44 in Ceuta and 16 in La Rioja, in addition to the 486 in Galicia.

The Ministry of Transport will entrust the Public Land Entity (Sepes) to prepare the land so that it can be developed and facilitate residential construction through public-private formulas involving the transfer of land.

Developing

These 20,000 homes that will be built on Defense land will be added to another 15,957 that are already under development, of which there are only 12 in Galicia in the municipality of Pedrafita do Cebreiro, in Lugo.

In this way, according to the Government, they will make available in total 35,900 affordable homes in Spain adding those that are already being developed by Sepes plus those that will be promoted on unused Defense land.

The Xunta relaxes habitability requirements to favor housing reform

In Galicia the Xunta wants make the conversion of commercial premises into homes more flexible and soften the requirements to reform real estate. For this, it will reform the habitability norms. The modification of this standard has already been publicly disclosed.

The Xunta considers it “necessary” for the text to counteract the abandonment of commercial grounds detected “especially in some areas of the cities and avoid its progressive degradation” with measures that facilitate its conversion into homes, since there are now “quite strict” conditions for this.

Specifically, the decree will allow local administrations to qualify and even Exempt requirements regarding the protection of the interior of homes from the view of passers-by. It will also make the requirements that a home must meet to be considered exterior more flexible – without modifying its urban plan – as well as the minimum surface area that the rooms must have, among other aspects.
