The Battle for Access: Resolving the Beach Issue in Rusalka Holiday Village

This year, the issue with access to the beach in the Rusalka holiday village must be resolved. For this purpose, all institutions must work together, this is what Ivan Videlov, director of the “Control and Inspection Activity” Directorate at the Ministry of Tourism, told Radio Varna. He specified that the case was referred to the mayor of Kavarna, to the Ministry of Internal Affairs-Kavarna and to the Supreme Prosecutor’s Office:

“Nevertheless, the outrage continues. We have disputes with them. They claim that there is free access. We send a secret client and find out otherwise – they charge an entrance fee and advertise themselves as a private beach. We will be checking them again this year. “

Videlov specified that the problem dates back to 2019. Then a sanction of BGN 5,000 was imposed, the next year again BGN 5,000, the following year – BGN 10,000, and last year – BGN 20,000. The company that manages the holiday village is appealing the latest sanction, and the rest have been given to the NRA for collection.

“There should not be a fee to any beach on the Bulgarian Black Sea coast. What is being done on “Rusalka” is absolutely illegal,” Videlov was categorical.

The mayor of Kavarna, Elena Baltadzhieva, informed that the collection of fees is not within the competence of the municipality. She recalled that two years ago they removed the movable objects – checkpoints and barriers, as there was no permit issued for their installation. Baltajieva specified that the land is a state forest fund, and the buildings are private property.

And this summer, tourists who want to reach the beach of “Rusalka” in the Kavarna village of Sveti Nikola must pay an entrance fee, Alexandrina Spahieva informed us. She is from Sofia, summering in Kavarna for 7-8 years. She has to pay to enter the complex. The entrance is in the form of a bracelet:

“The bracelet costs BGN 12 per person, so is the price for parking. They explained to us that we are not paying for visiting the beach or for beach umbrellas and sunbeds, but for passing through the complex.’
