Leon, GTO.- The president of the Guanajuato Bar Association, Jorge Marcelino Trejo, has denounced the series of requirements that are placed in Guanajuato to request a notary license.
This despite the fact that it is being discussed in State Congress a reform of notarial law to improve unity within the entity.
The lawyer recalled when people could acquire the office of a notary without the need for such a requirement because it derived from a political favour.

“In the state of Guanajuato there are more than 20 requirements to access the notarial function with the current law, however they are trying to change. What is it about? It is obvious that we still suffer from the emissaries of the past, as they say colloquially, who, as they say in the topsy-turvy world, they acquired their notaries without needing all the requirements I just mentioned. They were political advantages, they were favours, they gave them to them and they kept them there and they used them for us,” he commented..
This is despite the fact that in some of them they have detected irregular or criminal conduct since then no new notaries have been appointed in the institution for 22 years.
Having said this, he comments that a generational change is urgently needed so that new professional figures can occupy these spaces which are used on average by 72-year-old people.
“In Guanajuato it turns out that a reform of the notarial law is under discussion where an attempt is made to modify the requirements for accessing functional notaries, so it has been more than 22 years since Guanajuato has not granted notaries. The average age of notaries in Guanajuato is 72 years old, the generational change that is talked about so much is urgent”, he added.
The lawyer stated that although there is the figure of the assistant notary who has the same powers, rights and duties as ordinary notaries, these are only as sub-notaries regardless of the higher requirements that have been required to access this position.
