The Community of Madrid will keep the road accesses and the car parks in the mountains closed during phase 1 to avoid crowds and the “irregular use of these spaces”. The measure has been adopted after the note issued by the Directorate of the Security and Emergency Agency of the Community of Madrid and affects the road accesses and parking lots in Cotos, Navacerrada, La Barranca, La Pedriza and Las Dehesas. On March 14, the day the state of alarm was declared, 112 had to make an appeal to the population, in front of parking lots full of cars in areas like La Pedriza. The fear was that they would be repeated once the de-escalation started.

The Government of Madrid “is making numerous efforts” to adopt adequate preventive measures that “allow combining” the correct adoption of steps in de-escalation with “protection of citizens and safety in the development of permitted activities,” reads the note. .

It refers to the “concrete” case of the use of natural spaces. The ministerial order of April 30 on the conditions for non-professional physical activity outdoors imposes that sports and walks are restricted to the established time bands and without exceeding the limits of the municipality.

It also states that you may not use a motorized vehicle or public transport to travel to roads or spaces for public use to practice these activities. The band limitation will not apply in municipalities with less than 10,001 inhabitants and a population density of less than 100 inhabitants per square kilometer, but it only allows it to enumerators or residents of more than 15 days.

The limitation of not exceeding the municipal term will not apply to professional and federated athletes and, “in everything”, the two-meter safety separation will be respected, “except in the use of bicycles or the like, which will be 10 meters” .

“In anticipation of agglomerations and to avoid the irregular use of these spaces, that is, in contravention of the aforementioned limitations, it has been determined that the road accesses and parking lots of Cotos, Navacerrada, La Barranca, La Pedriza and Las Dehesas ”, concludes the director of the Madrid 112 Security and Emergency Agency, Carlos Novillo.
