A special purpose fund in a financial problem. This is the assumption of the Law and Justice government. There are two paths. It either creates a new one or adds responsibilities to the existing ones. Effect? Ten funds have been established by the authorities in the last five years.
“Rzeczpospolita” writes about the case, which recalls the history of the Solidarity Fund. It was established in 2018, and its original name was the Disabled Persons Rehabilitation Fund. Funds are popping up like mushrooms after the rain
When, in turn, the authorities were criticized for subsidizing the public media with the amount of PLN 2 billion, the opposition came up with the initiative that instead of them, this amount should go to support oncology. PiS politicians first called it populism, but later they proposed the Medical Fund, which was especially promoted by Andrzej Duda during the presidential campaign.
“Rz” notes that
this fund does exist, but has received much less support
than politicians promised. The assumptions were that it would ensure the reimbursement of expensive and rare drugs, as well as funds for the modernization of hospitals. It has recently been known that it will finance an oncology program.

Other new Funds are: Indirect Issue Costs Compensation and Price Difference Payments.
The first one is to have higher expenses by PLN 5 billion
, as the original over PLN 8.2 billion will not be enough to finance the program “Aid for energy-intensive sectors related to sudden increases in natural gas and electricity prices in 2022”. The second one will finance electricity programs (PLN 19.1 billion) and gas programs (PLN 12 billion).
This is a kind of transfer of funds from state-owned companies to special purpose funds, comments Dariusz Wieczorek, MP of the Left, in an interview with Rzeczpospolita.
Avalanche of funds
However, there are more funds. “Rz” lists: Support for the Police, Modernization of Public Security, Support for the Border Guard and Support for the State Fire Service, Development of Physical Culture and Sports Activities for Students.
