The Flemish Traffic Science Foundation commissioned the university in Leuven to investigate whether this approach really works. Without an accompanying letter, a fine has no effect on driving behavior, the study shows.
Among drivers who received a letter with rational arguments, the intention to drive too fast fell by 15 percent. A quarter of all drivers who were shown the emotional letter changed their traffic behavior in a positive way.
Reflecting on tragedy
“If we want to do something about road safety, it is not just about fines. It’s mainly about getting people to think about the consequences of dangerous driving. This personal letter accompanying the fine is a very direct way to do this, ”said Belgian Minister of Justice Vincent Van Quickenborne.
