NASA hardware development programs have rated # 1 and # 2 prerequisite jobs in different states.

Only when those conditions are fully met, and by full I really mean such that those states and cities (read: senators, governors, mayors) are satisfied, does the hardware-related goal come into view.

If you think about that for a few minutes, you will hopefully realize that it is totally incomparable to an average commercial company, which is not concerned with generating jobs at all.

And if you take another minute to compare with a unique company like SpaceX, which only makes money to make Mars & Beyond possible, not to satisfy investors and shareholders, you see that the comparison is completely wrong.
