The city of Salzburg becomes the admission regulate their retirement homes with additional hurdles: For example, by raising the access age to the 65th year of life and at least level 3 care allowance and main residence in the city in the last two years.

In the future, mentally ill or alcoholic people will also be excluded, especially if challenging behavior or aggression is suspected. People receiving intensive medical care are rejected, as are people in a vegetative state.

A general practitioner who will continue to take care of the child must be announced and the current list of medications presented. The city’s plan leaves many questions unanswered and calls justified criticism.

In other words, there must be no problems.

The reality is even better: Dedicated staff look after and care for at a high level, including people who have a challenging behavior. That is why there are many satisfied residents and relatives. But there is also room for improvement in the support offered for senior citizens.

Staff shortages are repeatedly complained about, because a binding, sufficient and quality and challenge-oriented staffing ratio is one of the core problems, also for staff. Nevertheless, it has not been a problem so far that people with disabilities in old age were also taken in and well cared for in urban senior citizens’ homes.

The city of Salzburg is not allowed to relinquish responsibility for people in need of care and those with disabilities through administrative access barriers. Or where will rejected and excluded people receive the necessary care and support in the future? The city and the country must urgently provide answers to this together with an overall concept.
