Russian troops are preparing for a major offensive in Luhansk Oblast in eastern Ukraine, local Governor Serhiy Gaidai said on Facebook.
“We see that military equipment is coming from different directions, they are bringing manpower, they are bringing fuel. We understand that they are preparing for a full-scale big breakthrough,” Gaidai said in a video message.

“They need Severodonetsk because of its status as a regional center. Don’t delay – you have to leave! Today nearly 1,000 people were evacuated from Luhansk region, buses are waiting for you every morning,” he added.
