Remember, in 2012 it was Maitre Doudou NDOYE, through a media release, who revealed
that President Macky SALL was not in compliance with the asset declaration requirement.
He had informed him that before any decision was made, after he had taken the oath, as in
has article 37 of the Constitution, it should fulfill this obligation. So for 15
days after his election in 2012, President Macky SALL violated the constitution in article 37 which
requires the declaration of assets upon taking the oath.
To avoid this requirement, President Macky SALL made a declaration of property to the
place of a declaration of assets (absence of publication of its financial situation, no
traceability of its bank accounts).
Since his re-election in 2019, it’s rebelote! President Macky SALL has 15 months without publishing
its heritage. However, in March 2019, Mr. El hadji KASSE, communication manager
of the Presidency, so spokesman for President Macky SALL, had declared that President Macky
SALL “will necessarily make a declaration of assets according to the timing defined by law”. What
reveals today as a broken promise. We would like to recall that the declaration of
assets must be made immediately after the swearing in: such a breach is a violation of
the Constitution. Following a new election, the President is required to make a statement of
heritage before the Constitutional Council which makes it public.
As much as the swearing in is a requirement for taking office, the declaration of
heritage is just as important. President Macky SALL knows he is violating the
constitution and infringes the rules of transparency which contribute to the moralization of life
public since.
In reality President Macky SALL never wanted to declare his heritage!
What is Macky Sall playing? What is he afraid of? What is he hiding? And why he doesn’t declare his
Bank accounts ? They dismissed Mrs. Aida MBODJI by refusing behind a
arbitrary interpretation of the law? He dismissed Ousmane SONKO by refusing to stand behind the law. The
President of the Republic above the laws of the Republic? Is it in accordance with its
oath? Does Respect for the Law Apply Only to Opponents of Macky’s Policy
SALL. We will not cease to recall that he is required to make a transparent statement of his
heritage without delay.
The opposition, civil society, the media, citizens are called to use all means
to demand the President of the Republic and his ministers to do their
asset declaration in good and due form in place of declarations of property
letter writing. The declaration of assets is a constitutional, republican and
citizen.
