Substitutes for school year 2020/21: what does the acceptance of a proposal to hire from GPS mean? Is it possible to leave an assignment on support for another substitute on the subject? Do you have the right to a possible hourly completion?
The new school year 2020/2021 will bring many substitute teachers to class, who will be recruited through the new regulation as indicated by OM 60.
We know that teachers will be summoned from the GPS for the following substitutions:
- Annual substitutions: until 31 August on vacancies and available by 31/12;
- Substitutions until the end of the teaching activities: until June 30th. The appointment is made on places not vacant, but which become available by 31/12.
Support posts notwithstanding
By way of alternate support posts will certainly be assigned as substitutes at 30 June.

Following which order the available chairs will be assigned
The support places will be assigned with priority over the other types of teaching on common places or chairs (art.12, paragraph 4), so the teachers in possession of the qualification will be the first to be summoned.
The two bands for support
With OM no. 60/2020, for the first time, specific support rankings have been established. The first bracket, in which the teachers in possession of qualification are present and the second, consisting of the teachers in possession of three years of service on support for the related degree.
Being included in the specific rankings for support involves “honors and burdens”: the goal is to have all the teachers in the chair from the beginning of the lessons, and first of all the support teachers, who in fact are summoned with priority and called to choose whether to accept the substitute on support or to wait for that on common place.
Can a teacher accept the proposal to hire on GPS support and then leave it for one on the subject?
No, the normative reference is clear: “The acceptance by the aspirants to replace the respective proposal renders substitute assignment operations not subject to remaking. The subsequent availabilities that are determined, also as a result of renunciation, are subject to further phases of assignment of substitutes for applicants who have not previously been recipients of hiring proposals “(Article 12 paragraph 8).
NB Exclusively “during the period necessary for the completion of the operations and exclusively before the stipulation of the relative contracts”, the renunciation of a proposal for temporary temporary employment until the end of the teaching activities for the subsequent acceptance of
annual supply for the same or different teaching “
Therefore only during the period of attribution of the substitutes and in any case before the taking of service, it is possible to leave a substitute on 30 June (also on support) for one on 31 August always on support or in common place.
What can the teacher who is assigned an incomplete teaching chair do?
The teacher who has been given a full-time substitute in case of absence of full places, retains title, in relation to the useful positions occupied in the various substitute rankings, to achieve the completion of the timetable, exclusively within the province of insertion, until reaching the compulsory teaching time provided for the corresponding permanent staff, through other substitutions at non-full hours. This completion can also take place through the hourly division of the relative availabilities, in any case safeguarding the uniqueness of teaching in the classroom and in the support activities.
We remind you that teachers who refuse a job offer will not have the right to accept other job offers due to the availability of the same ranking or support positions for the same school year.
N.B. These are the first indications contained in OM no. 60/2020. Other specific indications must be received from the specific decree and from the annual circular on substitutes which will be published in the coming weeks by the Ministry of Education.
