Second, according to Johnson, it is necessary to preserve the vitality of the Ukrainian state in the performance of its function, and in particular, in the payment of salaries, the functioning of schools, the supply of aid and the beginning of recovery.
He also drew attention to the fact that Russia has imposed a blockade of the Ukrainian economy and its export routes in the Black Sea. In this regard, the third step should be a long-term effort to develop alternative land routes to support the Ukrainian economy.
And he called the fourth step the need to release Ukrainian grain and further export of Ukrainian food to other countries.
