Human Rights Watch concluded in a report in February that the law has been systematically used against minorities such as Tamils and Muslims and critics such as lawyers, journalists and opposition politicians.
The EU asked Sri Lanka last year to improve its human rights situation if it continues to benefit from special trade benefits for developing countries. The law was subsequently amended in February, but according to the UN insufficient to meet commitments about international human rights.
