Political scientist: The division of positions in the Riga City Council takes into account the relations with the national level coalition – in Latvia – News

Isten explained that the principle of proportionality was conditionally respected, as the smallest party, the New Conservative Party (JRC), had served both as vice mayor and as head of the Committee on Security, Order and the Prevention of Corruption. In turn, the New Unity (JV), which had a large majority in the elections, will chair the City Council’s Urban Development Committee and the Traffic and Transport Committee. It has also been given the position of vice mayor, which is planned to be entrusted to Vilnius Kiris.

“Basically, the JV was at a similar distribution as the JKP.

Apparently, this is the price that the parties are willing to pay so as not to exacerbate relations with the national coalition, “Ikstens admitted.

Regarding the division of responsibilities, Iksten noted that there can be seen some connection with the parties’ past activities and pre-election promises. In his opinion, the National Union / Latvian Association of Regions (NA / LRA) has previously emphasized the need to establish cooperation with the surrounding municipalities in solving Riga issues, for example, in connection with public transport.

In turn, the JPP, which has stood up for the rule of law, has gained an opportunity to fight corruption. In the opinion of everyone, the party association “For Development / For!” and the party “Progressive” (APP), which ran in the emergency elections of the Riga City Council with a joint list, have reached the heavy and complex Social Affairs Committee. However, in order to strike a balance, the largest faction in the City Council will also be chaired by the Committee on Financial and Administrative Affairs, the Committee on Education, Culture and Sport and the Committee on Housing and the Environment.

The expert called the planned handbag a bit strange, where Edvards Smiltēns and Einārs Cilinskis from NA / LRA will perform the position of vice mayor,

which will change among themselves. Ikstens pointed out that it is not clear at the moment why such a handshake is necessary and where it is said that this coalition will work for all five years, because in two years the Saeima elections will take place. According to Iksten, in the Saeima elections, if one party starts better and the others start worse, the coalition may change at the national level and it could also have an impact on the Riga City Council.

“It is a bit confusing, considering that Smilten will be the first deputy mayor, who is considered the” youngest brother “in this list.

It is not clear to me why such a choice. There have been vague hints on the part of the parties that Smiltēns will work in the Saeima after two years. What will happen if, for example, he is not elected, will he continue to work as a deputy mayor? ”Ikstens asked rhetorically.

Asked what to expect from the new Riga City Council coalition, Ikstens admitted that

Around Christmas, the first works of the parties could be marked, which will allow us to judge how seriously they are committed to fulfilling their promises.

It has already been reported that the APP will be at the chair of the mayor of Riga, which will be occupied by the former Saeima deputy Mārtiņš Staķis. The largest faction of the City Council will also be chaired by the Committee on Financial and Administrative Affairs, the Committee on Education, Culture and Sport, the Committee on Social Affairs and the Committee on Housing and the Environment.

The Committee on Financial and Administrative Affairs will be chaired by Staķis. He explained earlier that the coalition had agreed on three priority goals, for which three vice mayors would take responsibility.

The JV will be the deputy mayor, and the party will chair the City Council’s City Development Committee and the Traffic and Transport Committee. It is planned to entrust the position of vice mayor to Kirsi, who will be responsible for traffic infrastructure issues.

The NA / LRA will also hold the position of Deputy Mayor, as well as chair the City Property Committee. Both parties agreed that at first Smiltēns would take this position, but later – Cilinskis. The deputy mayors of this faction will be responsible for issues of co-operation between Riga and Pieriga. It is planned to entrust the management of the City Property Committee to Dainis Locis.

In turn, the JPP will have a third vice-mayor position and a chair of the Committee on Security, Order and the Prevention of Corruption. The stake previously explained that this will be one joint position to be held by Linda Ozola, the leader of the JKP Riga list, who will be responsible for legal affairs as the deputy mayor.

Such a coalition will have a stable majority of 39 seats in the City Council.
