On the proposal of the regional councilor for health, Luigi Genesio Icardi, the Piedmont Council approved this morning the rules for assigning regional refreshment points for over a thousand affiliated Rsa and facilities for the disabled, minors, psychiatrists and the accredited addiction sector which, in the period from 21 February 2020 to 30 June 2021, suffered significant economic losses due to the pandemic.
This is an overall allocation of 30 million euros strongly desired by the president Alberto Cirio and by the councilors for health Luigi Genesio Icardi and for welfare Chiara Caucino, with the aim of supporting the continuity of the provision of residential healthcare services. , social-health and social-assistance, as required by regional law 3 of 26 January, through tariff additions recognized to health and socio-health structures under contract or agreement, with regard to the period of the Covid emergency.
“The Region does its part – observes the regional councilor for Health, Icardi – to prevent many structures from failing or having to retaliate against families, with heavy increases in fees. The huge costs that these fundamental affiliated health and social-health care realities have had to incur to adapt to the anti-covid security measures are there for all to see. Piedmont cannot afford to let the pandemic toll affect those who care for the elderly and those most in need of assistance. For this reason, a compensatory intervention as consistent as it was necessary was implemented, with precise rules of disbursement, in the face of due reporting ».
The councilor for Welfare, Caucino, comments: «It is an important breath of fresh air for those who, in this year, have been overwhelmed by the health tsunami and have been able to react with efficiency and professionalism. In this way, we are helping to ensure the survival of a fundamental system for the protection of the most vulnerable, which has been brought to its knees by the pandemic. This is a very important result, strongly desired by the Giunta and the Regional Council, which demonstrates the attention of Piedmont towards those who, despite everything, managed to resist, guaranteeing the maximum possible assistance to their guests ».
On the operational level, the mechanism for the provision of refreshments provides that the reference value of the tariff supplement per day of assistance is equal to 2.65 euros for residential facilities for the elderly, and 1.50 euros for those hosting people with disabilities, psychiatric pathologies and residential centers for minors, while one euro per day will go to integrate residential facilities for people suffering from drug addiction and semi-residential facilities for people with disabilities.
The contribution cannot exceed the reported expenses, which concern the sanitation of the environments, the purchase of personal protective equipment, higher costs for the staff employed, disposal of special waste and specific investments for the safety of guests and operators. of Giunta, the resolution was also approved which identifies criteria and methods for guaranteeing refreshments to those who have carried out the home service.
