As the amendment also stipulated that the old membership of the chamber must also obtain a law degree if it wants to continue on the field, the relationship between the public body and the ministry has deteriorated severely.

In addition to overseeing infrastructure development, the largest area eligible for EU funding, Völner was responsible for gas pricing for some time, but had to manage significant transactions, such as Malév during its reign and the introduction of an electronic toll payment system.
