The Consultation Committee has decided to proceed to a “stricter lockdown” for at least a month. For example, the autumn holiday is extended to November 15th. In addition, distance learning will be compulsory for the second and third grade of secondary education and we will no longer be allowed to receive visitors at home. The measures will take effect on Sunday night.




Social life

The number of social contacts is again severely curtailed. While we are now allowed to receive four more people outside the family at home, the new measures will prohibit this again.

Every family member is entitled to one hug contact. That way, young people can still invite their boyfriend or girlfriend. Please note, multiple cuddle contacts cannot be simultaneously invited to the same house / family. Only one hug contact may be invited.

An exception applies to singles. In addition to one intimate ‘cuddle contact’, they may also invite a second person home, but not simultaneously.

“The rule of four continues to apply outside the home,” explains Prime Minister Alexander De Croo further. That is to say outdoor gatherings with four people are allowed, provided a safe distance.

Marriages take place only in the presence of the spouses, witnesses and civil registrars. Funerals can take place with a maximum of 15 people present. Without a meal or reception afterwards.

Places of worship remain open, but without worship services. Here too the rule of four applies: groups may consist of a maximum of 4 people, with a mouth mask and at a safe distance.

From borders are not concluded in accordance with European agreements, but foreign travel is strongly discouraged.

Shopping, catering and leisure

From non-essential stores must close the doors for at least a month. To compensate, it will be possible to pick up packages (click & collect). After a month, on December 1, there will be an evaluation moment, after which it will be decided whether the stores can reopen or should remain closed.

Food stores and supermarkets remain open, which makes hoarding unnecessary. Stocks are big enough the supermarkets had already promised.

Hotels in B & Bs stay open, but their restaurants in bars close. Meals can only be consumed in the room.

Holiday parks in campings will be completely closed from 3 November. Indoor and outdoor activities will be stopped in holiday parks until then. Swimming pools, restaurants and bars will be closed. Meals are taken in the holiday homes, per family.

Also the animal parks must close.

Non-medical contact professions (including hairdressers, make-upists, wellness, massage, beauty salons) close.

Garages and bicycle shops only carry out repairs.

Getting around

From perimeter, where there would be a limit of three to ten kilometers on our (non-essential) displacements, will not be implemented.

Telework is mandatory, unless there is absolutely no other option. Where telework is not possible, mouth masks and ventilation are mandatory. Company canteens will be closed.

From curfew remains unchanged, which means no one is allowed to leave the house between midnight and 5 a.m. unless you have a good reason to do so.

Education

Classes will be suspended on November 12 and 13 for all levels of education. Classes will resume on Monday, November 16.

For the secondary education the pupils of the second and third grade transfer to a maximum of 50% contact education and this until December 1. Before December 1, it will be evaluated whether up to 100% contact education is possible again.

For the higher education distance learning is provided. For freshmen until December 1, when they can follow contact education again, for the higher years at least until the end of the calendar year.

Teachers meet online; this also applies to pedagogical study days. No physical team building can take place.

Duration of the measures

The measures will apply across the entire territory from Monday, November 2, 2020, so take effect during the night from Sunday to Monday. The measures apply for a month and a half, until Sunday December 13, 2020. For the non-essential stores, an evaluation by the Consultation Committee will take place on December 1.
