The intermunicipality, which has 28 municipalities, has not collected its household waste since Tuesday morning. The territory, which seeks to export 2,000 bales of waste, is awaiting action from Syvadec and the prefecture. Explanations by its first vice-president Jean-Baptiste Luccioni

Why has your intermunicipal authority not collected its waste since Tuesday morning?

We made this decision hoping to obtain a rapid reaction from the prefect and Syvadec so that they unblock the situation.

Of the 28 municipalities in our territory, 9 are not members of Syvadec and have signed a contract with the Stoc (household waste treatment company, Editor’s note), in Prunelli di Fium’Orbu. Their waste has no outlet since the closure of the landfill center. Having received too much waste from Syvadec, the center, as every year at this time, closed its doors to other intercos than that of Fium’Orbu to extend its operating life. Also, the Ornano-Taravo is left with a remainder of 4,000 tonnes to be buried by the end of the year, despite the contract we have signed with the Stoc which provides for the management of all our waste. .

How is the situation different from last year?

Because we couldn’t get rid of the residue from the end of last year. Since 2018, we have had our waste baled by a private provider, when Prunelli closed. We then store them while waiting to drop them off in the landfill. But this time, unlike last year, the Stoc did not wish to recover them for technical and cost reasons. Consequently, today we find ourselves with 2,000 bales (ie 2,000 tonnes) on the two classified installations that we have fitted out, in Pietrosella and Coti-Chiavari. We must imperatively evacuate these bales before December because these two storage sites have a limited administrative life.

What solution do you envision?

We have signed a contract with a private service provider, Corse Eurodéchets, to export them to Occitania where a private incinerator has accepted our request. For an amount of 260 euros per tonne, against 360 euros per tonne paid by Syvadec for export to the continent. The concern is that this incinerator cannot process waste from a radius of more than one hundred kilometers without first obtaining authorization from the prefecture of Occitanie. This is not obvious because in February 2019, when it came to sending waste from Corsica to Mirail, the prefect of Haute-Garonne, in front of the protest of local elected officials, had refused to sign a derogatory order allowing the transfer of Corsican waste to the mainland. We are therefore currently in discussion with the regional presidency and the prefectures to try to unblock this situation.

In April, Syvadec nevertheless succeeded in exporting its balls to the Paca region …

Yes, and on this occasion, when Syvadec exported 16,000 tonnes of bales that had accumulated during the three months of Viggianello blockade to three recovery centers on the continent, we made several written requests to the union so that our bales are loaded with the outbound batch. Our request went unanswered. They kind of forgot us …

Beyond this problem of old bullets, there is the problem of garbage that is no longer accepted in Prunelli. We therefore asked Syvadec to temporarily accept the waste of our entire interco, including those of the 9 non-member municipalities, pending the reopening of Prunelli. The new president of Syvadec, Don Georges Gianni, who has not yet answered us on this point, asked us to join the valuation union. This membership will be on the agenda of our community council on Friday. In the meantime, we asked the prefect to requisition Viggianello and Prunelli to deposit our waste there.

Why are some of the municipalities of Pieve de l’Ornano and Taravo not members of Syvadec?

Our community of municipalities was formed on 1is January 2017. Today, 28 towns of Taravo and Ornano make up it. Some were members of Syvadec, nine were not. A part of the communes, including mine, refuses this membership.

Why refuse to join Syvadec?

For my part, I believe that Syvadec, which is a collective tool supposed to implement the regional waste management plan alongside the communities of municipalities which have the competence for collection, does not meet expectations. From the start, this tool did not constitute an appropriate response, neither from a technical point of view nor from an economic point of view. It only served to play politics and manage the Bastio-Bastia syndrome, being at the center of each Bastia election.

Syvadec, which is supposed to be a public service, only operates under public service delegation; it contracts with private companies. From a financial point of view, it is very expensive. In addition, the tonnages being enormous, the same companies systematically win the contract, mainly Rocca transport and AM environnement. We are therefore in a monopoly situation, the small ones having no place in this system. However, mayors also know how to call for tenders. That’s what I do.

We collect under the control of municipal agents and then we deposit our waste with a private company, Corse Eurodéchets, which sends it to the Fium’Orbu center. Finally, membership of Syvadec is far from being the guarantee of good management of household waste …

What do you think is the solution to the waste crisis?

Each intermunicipal authority must manage its household waste. While taking into account the fact that Capa and Cab cannot have a landfill center because they host airports on their territory; they are therefore faced with bird risk. The Corsican Assembly plan provides for two or three landfill sites. However, the populations are not ready for this, they do not want to welcome them because they are not reassured about their duration of use and their level of storage. We understand them
