No trade. Is Sunday 1 November 2020 commercial?

On November 1, it will not be possible to make purchases in larger stores. It is not only Sunday, but also of All Saints’ Day – a statutory holiday. Only establishments with their owners behind the counter and those exempted from the trade ban can be opened. The next trading Sunday will not be until December.

Previously, trading on Sunday was possible on August 30. There was no trading Sunday in October. This year there will be two more Sundays without a trade ban: 13 and 20 December.

The act on restricting trading on Sundays and public holidays entered into force on March 1, 2018. There is a catalog of 32 exemptions. The ban on trading Sundays does not apply, among others, in confectioneries, ice cream parlors, liquid fuel stations, flower shops, newspaper shops, and cafes.

For breaking the Sunday trading ban, there is a penalty of PLN 1,000 to PLN 100,000, and for persistent breach of the law – restriction of liberty.

Trade in a pandemic

Stores have security rules in place due to the COVID-19 epidemic.

Here are the limits for the number of people in stores:

a) for shops with an area of ​​up to 100 m2 – 5 people per cash register

b) for shops over 100 m2 – 1 person per 15 m2.

Additionally, there is an obligation to cover the mouth and nose and to wear disposable gloves or to use hand disinfectants when purchasing goods or services.

So-called hours for seniors are back in grocery stores, pharmacies, drugstores and post offices. This means that only people over 60 years of age are served at these points from 10 am to 12 pm from Monday to Friday.

The limit of people in commercial facilities and outlets, as well as postal points of contact was introduced in the red zone from October 17. Pursuant to the ordinance of October 23, the red zones were extended to cover the entire territory of Poland. This means that the above restrictions apply throughout the country.

Trading Sundays will come back?

Recently, government representatives have talked about analyzing the possibility of changing the regulations on the Sunday trading ban. – The Ministry of Economy is open to dialogue on the abolition of trade on Sunday – said Olga Semeniuk, Deputy Minister of Development, Labor and Technology, on Thursday, October 22.

In turn, three days earlier, the government held talks with representatives of the commercial sector, including the Polish Organization of Trade and Distribution and the Polish Chamber of Commerce. – The demands made during the videoconference chaired by Deputy Prime Minister Jarosław Gowin concerned mainly the removal of hours for the senior and the release of commercial Sundays – Semeniuk pointed out.

The trade industry has repeatedly called for regulations to restore trade on Sundays. “The ban on trading on Sunday in the current economic situation inhibits the possibility of making up for losses both after lockdown and resulting from the worsening epidemic” – emphasized the Polish Council of Shopping Centers in the press release.
