Among the amendments proposed by the upper chamber, there were regulations clarifying the amendment, concerning, inter alia, the definition of “car showroom” and “driver”.
On the other hand, the Sejm rejected the Senate’s amendment, which was to compensate poviats’ incomes lost in connection with the entry into force of the act after local governments will no longer issue windshield stickers with a registration number or cards vehicles.
The amendment prepared jointly by the ministries of infrastructure and digitization is an element of the so-called deregulation package.
According to representatives of both departments, the change introduces a number of simplifications for vehicle owners and drivers, as well as simplifications in the procedures related to vehicle registration, including the possibility of online registration for sellers of new cars and the abolition of the obligation to have rights driving.
The amendment to the Road Traffic Law also provides that drivers of vehicles with Polish right driving will be exempt from the obligation to have and show the document during the road control in Poland. Data and Permissions the driver will be checked in the central register of drivers.
Drivers will also not have to replace the registration certificate when all the fields for entering the date of the next technical examination are completed. A simplification in the vehicle registration procedure will be the abolition of the obligation to issue a vehicle card and a control sticker and its duplicate.
The amendment introduces the possibility of vehicle registration or temporary registration at the owner’s request, also by the staroste competent for the place of temporary residence. It also makes it possible to keep – at the request of the vehicle owner – the current registration number.
The amendment also allows the return of the registration certificate (temporary permit) retained electronically by the traffic control authority by the vehicle inspection station. As emphasized in the justification of the amendment, this solution will eliminate the need to ask the driver to return the document, e.g. to the office or unit of the authority that seized the document.
