«New Unity» nominates Inese Lībiņa-Egneri, NA – Ringoldu Balodi / RSM.lv as a judge of the Constitutional Court

The deputies of the Saeima of the National Union (NA) have nominated Doctor of Laws, professors and NA member Ringold Balods for the vacant position of a judge of the Constitutional Court, but the deputies of the “New Unity” Saeima faction – their colleagues, 13th Saeima deputies, doctors of law statements by both political forces.

In a statement to the media, “Jaunā Vienotība” informs that Lībiņa-Egnere obtained the qualification of a lawyer at the University of Latvia (LU), but obtained a master’s degree in law with honors at the Alberta-Ludwig-University in Freiburg (Germany). She continued her doctoral studies at the University of Latvia in cooperation with the Copenhagen Business School and in 2007 obtained a doctoral degree in law. iur. In addition to her work in the Saeima, Lībiņa-Egnere works in the academic environment – she has been a lecturer at the University of Latvia for more than ten years, elected an assistant professor at the Department of Civil Law of the Faculty of Law of the University of Latvia.

In the current parliamentary term, Lībiņa-Egnere is a member of the Speaker of the Saeima, a member of the Speaker of the Saeima National Security Commission, a member of the Legal Commission and the Chair of the Judicial Policy Subcommittee of the Legal Commission, and heads the Latvian delegation to the Parliamentary Assembly.

Prior to joining the Saeima, from 2007 to 2011, Lībiņa-Egnere was an adviser to the President of Latvia on legal issues, until 2007 she practiced as a sworn advocate, before that she was an assistant judge of the Constitutional Court of Latvia. She is the author of several comments on the articles of the Satversme. Fluent in Latvian, English, German and Russian, learns French.

In a statement to the media, the NA informs that Balodis is a professor at the Faculty of Law of the University of Latvia, specializing in constitutional law and comparative constitutional law. Since 2011, Balodis has been a corresponding member of the Latvian Academy of Sciences.

Balodis has gained experience in academic work as well as experience in legislative work. He worked in the Ministry of Justice, as well as was the Chief State Notary from 2008 to 2013 and made many important decisions for the state. In 2013, with the aim of popularizing the peculiarity of the Latvian national legal system and promoting the state self-confidence of the society, it established the Research Institute of Legal Sciences; is currently the chairman of the board of this institute.

Since 2008, Balodis has been the head of the scientific project on commentary on the Constitution of the Republic of Latvia, who has involved more than 100 outstanding Latvian scientists and experts in the project over 12 years. He is also the author of the idea for this study. The collective research provides an insight into the historical origin of the articles of the Satversme and explains the modern understanding of the Satversme.

Balodis is the author of more than 100 scientific publications, mainly focusing on constitutional and human rights.

His research has been published not only in Latvia, but also abroad, including the United States, Great Britain, Germany, France, Spain and elsewhere, the NA said.

Balodis received his doctorate in law in 2001 from the University of Latvia.

Balodis was a deputy in the previous Saeima term – elected from the party “From the Heart of Latvia” led by the former State Comptroller Inguna Sudraba. In January 2018, he announced his resignation from the faction, criticizing Silver’s work as head of the parliamentary inquiry commission into the “oligarchs’ case.” Balodis worked as an independent deputy for three months. In mid-April 2018, Balodis was officially admitted to the NA rows.
