Dr. Ali Al-Moselhi, Minister of Supply and Internal Trade, issued Ministerial Directive No. 30 of 2023 with new rules for the trading of local and imported sugar, in order to address the phenomenon of high prices, limit them, and offer basic commodities to the consumer at a reasonable price.
The decision stressed the need to oblige commercial companies to notify producing companies of the names and addresses of packaging companies and commercial chains to which sales were made according to electronic sales invoices.
Sugar-producing companies also notify (the Control and Distribution Sector – the Supply Investigations – the Consumer Protection Agency) of sales invoices on a daily basis, indicating the name and address of the buyer, the quantity sold, the packaging companies to which the sale was made, and the commercial chains.
The regulatory agencies, “the Control and Distribution Sector, the Supply Investigations Department, and the Consumer Protection Agency,” coordinate among themselves and follow up on buyers from production companies, as well as follow up on supply chains until the commodity reaches the final consumer.
The regulatory agencies also conduct a field visit to all the various sales outlets and verify “the invoice and the name of the packaging company, in addition to writing the price and the weight of the package,” and verify all data in accordance with Ministerial Resolution No. 120 of 2017.
The second article of the decision included obligating the concerned authorities to implement this directive and act on it from the date of its issuance, and to cancel the implementation of Ministerial Directive No. 27 of 2022.
