The Mobility Orientation Law, promulgated on December 24, 2019, aims to improve the governance of mobility to better meet the daily needs of citizens, territories and businesses, with easier daily transport, less expensive and cleaner.
Among other things, it aims to eliminate the many “white zones” in terms of transport, to meet the challenges of home-work travel, to provide a response to the needs of vulnerable groups, to bend the CO2 emission curve and to support the energy transition of the sector.
The LOM establishes the organization of mobility at regional and local level, attached to the communities of municipalities.
Electric bikes and carpooling
The latter having to deliberate before June 30, 2021 by a qualified majority, Anne Choblet thus came to present this transfer of competence and asked for the opinion of the municipal team. The 1st vice-president of the CCSL explains:
“This acquisition of expertise will allow us a more precise network on the territory. We will work on mobility from small to large municipalities but also on travel within our territory. Today, for example, the inhabitants of La Remaudière must go to Loroux-Bottereau to go to Nantes by public transport “,
Several points worked on by the “Sustainable development and mobility” commission were raised by the mayor of La Remaudière.
»We are considering the rental of electric bicycles for workers and people seeking employment in the region. However, there is concern for the safety of cycle paths since they are irregular. The commission will therefore work on this. There is also carpooling that we want to develop. There are free sites, but they are not well known enough. We want to make them known to the inhabitants. “.
More proximity
»Will this transfer of competence allow more proximity in the decisions taken? »Asks councilor Régis Gallais. ” Yes of course. For example concerning Aléop on demand, the region will not take care of it since it is too local ”, answers Anne Choblet.
»And thanks to this skill, will we be able to increase the number of buses for children? Many children leave very early in the morning to go to class because there are not enough buses, ”asks city councilor Sandra Bodeloche. We will try to have more responders by stifling the service. However, we have already tried to act on the timetables but we cannot change them since that would shift everything else, ”says the mayor of La Remaudière.
In order to take on the global mobility competence on July 1, 2021 defined by the LOM law, an amendment to the statutes of the CCSL must be approved. The municipal team voted unanimously in favor of this takeover.
