A non-partisan one Motion called for the strengthening of musical education in the canton of Glarus. On the one hand, it aimed to lift the current restriction of financial support to students in compulsory schooling. On the other hand, she demanded that the canton should enable the music schools to set up income-related tariffs and support the gifted.
More youth development and social tariffs
The government council now requests the district administrator for the attention of the rural community to adjust the requirements for the scope of public services and tariff structure:
- In addition to children and adolescents, the canton should in future also support young adults up to the age of 20 or up to the completion of their initial training, but no longer than up to the age of 25.
- In addition, the government council should structure the public services in such a way that the economic efficiency of the legal guardians is taken into account and that in the canton of Glarus generally professionally qualified lessons can be offered at affordable, regionally comparable tariffs.
Positives Echo
The consultation process for the submission met with broad support from all participants. When describing the goals, instructions were included to clarify the promotion of talent and the description of the scope of services. The link between the performance agreements and the flat rates was also made clearer in the legal text. With regard to the joint use of the school premises of the communities by the music schools and the mandate to provide more support to particularly talented learners, some details have been included in the commentary.
Financial consequences
The estimated additional costs of CHF 248,000 result in an expected total burden on the canton’s income statement of around CHF 1.17 million, which is already taken into account in the 2021 budget. Now that the annual expenditure on musical education has declined in recent years, the additional expenditure is likely to lead to a burden that existed ten years ago.
The district administrator will now discuss the submission and then transfer it to the rural community. If the Landsgemeinde approves the bill, the completely revised law can come into force on August 1, 2021.
