Municipal elections: the profile of first-round re-elected officials

Elected officials of the first round, appointed since this Saturday morning, are mostly outgoing, in other words retirees – they are more than 85% men – or about to become one during the mandate. The oldest, who celebrated his 88th birthday, was re-elected with 94% of the vote. Seven-point decryption.

1 / A number of mayors already re-elected

According to the Ministry of the Interior, very exactly 30,125 mayors out of 34,972 municipalities could be installed before May 27. In 4,771 municipalities, future elected officials will no doubt have to go through a second round on June 28. In 106 municipalities, 76 of which did not decide to merge, due to a lack of candidates, the ballot was not held on March 15. Either a first single round will be organized or, if no one shows up, the municipality will be integrated with a neighbor.

2 / A majority of leavers

Contrary to alarmist information according to which the mayors would be tired of being “within reach of slaps of their citizens” and “to collapse under the weight of administrative red tape”, nearly 21,000 mayors among those who will be renewed from today were already in place. More than 85% of them are men, slightly more than the proportion of outgoing male mayors (83%). If the second round confirms the trend, women mayors will be fewer (17% currently) while female candidates reached a record level.

3 / Still a majority of retirees

This renewal of leavers means that the average age of mayors, which in 2018 was 62 years and 6 months, will return to this level in four years, or even be higher. 24,000 mayors out of 35,000 were retired in 2019, but only 18,500 were retired on the day of their election in 2014. hence a high proportion of mayors between 62 and 72 years of age.

In Tomblaine, Hervé Féron among the first

“It’s a bit artisanal, but all this is perfectly legal”: the municipal councilors of Tomblaine (Meurthe-et-Moselle), near Nancy, took office on Saturday and elected their mayor, Hervé Féron, in special circumstances : behind closed doors, at no load and with maximum health security.

This is the fourth term for the outgoing mayor, who has the label PS, and whose list obtained 75.2% of the votes on March 15, or 26 seats out of 29.

Within an hour, the municipal team appointed deputies and members of the communal social action center, then voted the allowances of the executive, as well as an exceptional bonus for municipal staff, before separating and the official photo, to good distance, on the steps of the town hall.

4 / In big cities, already elected officials

In only six municipalities with more than 100,000 inhabitants out of 42, the election was unsuccessful in the first round. These are lists led by six outgoing mayors: Arnaud Robinet (Right) in Reims (60%), Hubert Falco (LR) in Toulon (61%), Christophe Béchu (majority) in Angers (60%), Pierre- Christophe Baguet (UDI) in Boulogne-Billancourt (56%), Patrick Bessac (PCF)) in Montreuil (52%) and Joël Bruneau (Right) in Caen (51%).

Upstairs below, in the 88 cities of 50,000 inhabitants, the successes in the first round are more numerous (21) and these are systematically re-elections. Among these mayors credited with the famous outgoing bonus, Natacha Bouchart in Calais, Nicolas Daragon in Valence, Laurent Marcangeli in Ajaccio, Jean Dionis in Agen, Robert Ménard (supported by the RN) in Béziers, David Lisnard in Cannes, François de Mazières in Versailles …

5 / Some former ministers …

We can cite François Baroin (Troyes), Jean-François Copé (Meaux), André Santini, mayor of Issy-les-Moulineaux since 1980, among the former ministers who are leaving for a new mandate.

6 / … as well as members of the government

In addition to the Minister of Public Accounts Gérald Darmanin, elected mayor of Tourcoing, the Minister of Culture Frank Riester in Coulommiers (Seine-et-Marne), that of relations with the Parliament Marc Fesneau (Marchenoir, Indre-et-Loire), Secretaries of State Geneviève Darrieusecq (Mont-de-Marsan, Landes) and Sébastien Lecornu (Vernon, Eure) have been reappointed municipal councilors.

7 / The oldest is 88 years old

Re-elected with 94% of the vote, the former senator of the Aisne Paul Girod, 88 years old, mayor of his commune for 62 years, will be the only one who occupied this chair under the 4th Republic.
