Motorway and truck tolls. New regulations from July 1

New regulations enter into force from July. A provision regulating the electronic toll collection system has been added to the Public Roads Act.

From Wednesday, the Head of the National Tax Administration (KAS) will take over from the Chief Inspector of Road Transport (GITD) the competence to collect electronic tolls for tolls on national roads and tolls for motorways. To this end, the KAS Electronic Toll Collection System will also be created.

The new regulations apply to lorries (over 3.5 tonnes) on tolled national roads and tolls for motorways on designated sections A2 and A4.

The new system is intended to be more convenient for drivers and carriers. It should not generate unnecessary obligations and costs on their side. It is worth noting that, although the regulations enter in a few days, in 2020 the situation of drivers will not change. The new toll collection system will come in 2021.

The regulations assume that for the purposes of collecting electronic toll mobile devices, external location systems and on-board devices using satellite positioning and data transmission technologies will be used. For payment you will be able to use a mobile phone (smartphone) with a free mobile application installed, provided by KAS.

Geolocation data necessary to collect the electronic toll, transferred from such devices to the KAS Electronic Toll Collection System, are to include geographical coordinates regarding the location of the motor vehicle, its speed, date or time of obtaining these coordinates.

The head of KAS will provide special software for installation free of charge. In turn, the owner, owner or user of a car or truck will have to equip the vehicle with a properly functioning external location system, on-board device or mobile device and ensure the transmission of current geolocation data from this device for the period of road travel and register in the register paying electronic fee.

Non-compliance with the obligation to register in the register paying the electronic fee or for providing data inconsistent with the facts of the driver is punishable by a fine from 500 to 1500 PLN.
