Monitor the development of the learning culture in the Netherlands

Lifelong development (LLO) is receiving more and more attention. Institutions in secondary vocational education and higher education, municipalities and companies are increasingly recognizing its importance, partly prompted by acute changes in response to the corona crisis. In order to get a better grip on the differences between (groups of) people with regard to their willingness or preferences for forms of learning, a monitor will be set up on the learning culture. This is reported by the Ministry of Education.

The aim of the research program is to visualize the development of the learning culture and the development of one’s own direction for participation in lifelong development. This concerns both the motivation of the individual to learn, as well as the attention that lifelong development receives within the company or organization. This also includes the contribution of government policy to other influences on the learning culture.

An integral monitor

Some LLO policies are monitored separately. However, there is no overarching, integrated monitor to monitor and evaluate the effectiveness of the total set of policy instruments. In addition, the effects of policy are often not immediately visible, which is why it is important to monitor over a longer period of time. The results of the research are used as input for current and future LLO policy. This is less about policy recommendations, but rather about the working mechanisms in the interaction between self-management and learning culture.

Time-line

The National Directorate for Educational Research (NRO) has had the call for the monitor outstanding since December last year. The set-up of the monitor is expected to start at the end of the year. click here for more information about the monitor.-
