Ministries have reviewed expenditures and generated 53.6 million euros to finance priorities

Today, the ministers heard an informative report prepared by the Ministry of Finance on the results of the review of state budget expenditures for 2021, 2022 and 2023.

As a result of the review of expenditures, financial resources in the amount of 53.6 million euros have been found for 2021, of which 13.1 million euros should be allocated for the improvement of the common fiscal space, while 40.5 million euros should be allocated to the current priorities of ministries.

The MoF explained that the review of state budget expenditures is a component of annual budget preparation, which in 2020 was structured in three main blocks – analysis of functions financed from the state budget, analysis of financing policies under the supervision of line ministries and medium-term expenditure review results. In the analysis of functions financed from the state budget in cooperation with line ministries, sector budgets were analyzed, dividing state budget programs / sub-programs into functions and activities, assessing their topicality, efficiency, as well as funding allocated to functions and activities.

As part of the review of expenditure, the analysis of the financing of policies under the supervision of ministries was continued, with an in-depth assessment of certain existing areas in the education and health sectors, as well as certain issues in the home affairs sector. The potential role of public-private partnerships in promoting development and productivity has also been assessed.

The MoF noted that the medium-term expenditure review analysis section reviewed the results of previous years and the progress of their implementation, such as the possibilities of centralization of support functions and improvement of information technology, as well as the possibilities of improving budget planning and execution processes.
