Minister of Economy: Bills on retirement of pension funds will end with demands in the TC

The Minister of Economy, María Antonieta Alva Luperdisaid on Tuesday that the Congress bills seeking enable the withdrawal of funds from the ONP or debt forgiveness in the financial system “only hinders” the country’s economic recovery, when it comes to getting out of the crisis caused by COVID-19.

Speaking to the program Nothing is said of RPP News, I affirm that these kinds of initiatives “clearly” they will finish with demands of unconstitutionality in the Constitutional Court, because the Legislative has no spending initiative.

“It is a fundamental order of the Constitution that we have to respect”, said.

Furthermore, Alva Luperdi indicated that legislating on the public pension system “requires a minimum knowledge of how it works” and reiterated that “it is impossible to return silver that does not exist”.

“I have explained to them whenever I have been able (to the congressmen) that the public pension system is called the pay-as-you-go system, precisely because the money comes from the people who work and it is automatically distributed to retirees,” he added.

In economic crisis

The minister recalled that “we are in one of the worst economic crises” and therefore it is important that Congress respect the legal order in the management of public finances, “which is a prerogative of the Executive”.

In this sense, he said that, in the context of the pandemic, when the Executive is taking “bold decisions in economic policy management“It is necessary that” Peru remains a reliable country “for its financial recovery.

“Peru does not end the pandemic, nor does it end with the elections, all the decisions we make in this crisis have to solve the problems of the citizens, but they cannot mortgage the future of the country. I think that the search for the common good in all these decisions and that of the next generations is very important, “he said.

Alva Luperdi said that the MEF has presented a proposal to reform the public and private pension system It has not yet been included in the debate of the congressional committees, but they continue to work on adjusting their approach.

He indicated that “any reform of the pension system requires a lot of consensus […] because it’s a long-winded effort. “

“We are going to see the results of a pension reform in several decades, so we have to, as a society, agree on the route, because the worst that could be done is to go back and forth; we have to choose a route and be forceful in its implementation, “he said.
