Millions for ‘Stalin’s cake’ and Daugavpils airport – independent bidders hope for Covid-19 crisis support

To prevent the economic and social damage caused by the new coronavirus pandemic, stimulate Europe’s recovery and protect and create jobs, European commision (EC) introduced a number of ambitious support programs, including the Recovery and Sustainability Mechanism (ANM), allocating around € 2 billion to Latvia. This month, the ministries had to submit their proposals for this support to the Ministry of Finance (MoF), outlining what real structural reforms should be carried out to help Latvia get out of the turmoil caused by Covid-19. It turns out that not only ministries, but also several independent players have applied for this support.

It has already been made public that the National Electronic Media Council (NEPLP), which is eligible for funding for the construction of the Public Media Combined Building. As the Ministry of Finance informed the portal “Delfi”, in addition to the mentioned NEPLP, six other independent applicants for the fund have applied to the Ministry.

Applicants include the Latvian Association of Large Cities (LLPA), the Latgale Planning Region Development Council, Latvian University (LU), Society Integration Fund (SIF), private company SIA “Stiga RM” and Latvian Academy of Sciences (LZA).

The desires are ambitious, they affect both Daugavpils the revival of the airport and the reconstruction of the LAS building, but the University of Latvia has submitted the most expensive application among these institutions in the amount of 335 million euros, calling on several ministries to assess which of these needs could be purposefully included in the fund’s program. We remind you that the share of ANM funds available to Latvia is about two billion euros, but the applicants have submitted proposals in the amount of 7.5 billion euros. The EC has emphasized that the funds are for structural reforms.

Of the 13 ministries, 12 have submitted proposals to the ANM, but Delfi will explain its intentions and plans more next week.
