Mes, Merkel and Prodi push but in Parliament the no-front is stronger

We did not make all these resources available for them to remain unused said German Chancellor Angela Merkel. And he was referring, particularly if not only, to the famous Mes. At that fund, for Italy equal to about 36 billion, which could be used, at an almost zero interest rate, for interventions on the health system, but that many do not like because they fear that accepting it will end up straight in the arms of the so-called Troika. The Chancellor broke the mold a little and spoke so little diplomatically as to induce Prime Minister Giuseppe Conte to respond to her in an equally clear and clear way: On the Mes nothing has changed, with respect to Angela Merkel’s opinions, but I am the one who accounts with the Minister Roberto Gualtieri, the State accountants and the ministers.

The positions of the parties

A question and answer that fits in the wake of a battle, between for and against, that has been going crazy for weeks but also has to deal with the numbers in Parliament which, for now, do not seem favorable to a green light to the use of European funds. Before entering into the merits of the power relations in the Chambers, it is worth mentioning that Merkel’s opinion was previously married by the Italian Commissioner Paolo Gentiloni and the President of the European Parliament David Sassoli (both Pd expression). In favor of MES, the former Prime Minister and former President of the EU Commission Romano Prodi also said. Among the parties, both the secretary of the Democratic Party Nicola Zingaretti and the leader of Italy live Matteo Renzi push for a green light. Just as, in the opposite field of the center-right, the president of Forza Italia Silvio Berlusconi has always declared himself absolutely convinced of the usefulness of the Mes. On the no front, the M5S are granitically lined up, on the front of the government majority, and Lega and Fratelli d’Italia between the oppositions.

The numbers in Parliament

And now let’s go and see the numbers in Parliament. Let’s start with the Senate, where the majority of the Giallorossi already have narrow numbers. On the Mes front, given the persisting hostility of the 5 stars, the opponents collect 175 votes (out of 319) against 112 in favor. There are 32 other votes that it is difficult to attribute to one or the other front (8 of the Autonomies, 22 of the Mixed and 2 of senators to vote not enrolled in any group) but who are still unable to move the needle of the balance . In the House, the weighing pan of opposites is even heavier. In total, they collect 361 sure votes against 227 in favor (then there are other 44 mixed group votes variously attributable).

An uphill road

Conclusion? If the 5-star movement does not change its position, it is difficult to imagine that, despite the authoritative wishes, Italy may decide to use European funds. There are those who hypothesize various maneuvers to get, as already happened for other thorny themes for the pentastellate (like the Tav), to overcome resistance in some way. But at the moment there is indeed an impervious road.
