There are 32 other votes that it is difficult to attribute to one or the other front (8 of the Autonomies, 22 of the Mixed and 2 of senators to vote not enrolled in any group) but who are still unable to move the needle of the balance . An uphill road
Conclusion? If the 5-star movement does not change its position, it is difficult to imagine that, despite the authoritative wishes, Italy may decide to use European funds. There are those who hypothesize various maneuvers to get, as already happened for other thorny themes for the pentastellate (like the Tav), to overcome resistance in some way. But at the moment there is indeed an impervious road.
