Ma’ruf Guarantees Echelon Trimming Will not Reduce ASN Income

vice President Ma’ruf Amin ensure that the program echelon trimming which is echoed by the government lately will not reduce income to cut the career path of the state civil apparatus (ASN) or Civil Servants (PNS).

He said this when holding a meeting of the National Bureaucratic Reform Steering Committee (KPRBN) at the Official Residence of the Vice President, Monday (29/6).

Ma’ruf emphasized that the echelon III down program was aimed at accelerating bureaucratic reform in government agencies.


“Previous KPRBN meeting, it was agreed that the principle of trimming the echelon should not lead to a reduction in income, and still guarantee the continuity of ASN careers,” Ma’ruf said in an official statement issued by the Vice President.

According to Ma’ruf the simplification of bureaucracy through trimming echelon III and below must be realized in the near future. He also asked his staff to immediately complete the arrangement of regulations related to the echelon trimming.

“Particularly regarding the assurance of the similarity of income received and the certainty of the ASN’s career pattern being diverted,” he said.

Ma’ruf is of the view that the successful implementation of bureaucratic reform must be supported by the professionalism of ASN which is realized through a good management system. It is necessary to formulate a governance formulation that can create a professional, superior and complete ASN.

Not only that, Ma’ruf hopes that ASN will be supported by a high attitude of integrity, accountability, anti-corruption, and a broad mental attitude towards nationalism.

“About the blockages that still exist, such blockages are everywhere and how is the solution so that there are no more blockages so that public services,” said Ma’ruf.

Indonesian President Joko Widodo has a priority program to cut the structure of ASN’s position as a realization of the program he described at the president’s inauguration last October 20.

Jokowi once said that he would cut the structure of civil servant positions for Echelon IV positions first. After that, then proceed to Echelon III.

The former Governor of DKI Jakarta stated that civil servants who were affected by the simplification of this echelon level would be transferred to functional positions. The position emphasizes more on the competencies of each civil servant.
