Manuel Merino defends the parliamentary voting mechanism: “The Constitutional Court is getting into issues that do not correspond to it” | TC

The President of Congress, Manuel Merino, defended the approval of the bill proposing the withdrawal of the contributions made to National Pension System (ONP) and assured that, if observed by the Executive, it will be approved in Parliament by insistence.

Likewise, Merino de Lama questioned that some magistrates of the Constitutional Court (TC) have spoken out against this measure and the voting mechanism through parliamentary spokesmen. On the latter, the head of Congress assured that, if necessary, they will receive comments and seek to improve this dynamic.

“It is putting other parallel regulations. It does not correspond to it, but it is getting involved. We have implemented the virtual sessions and we will continue to improve them, but what we have approved so far is valid,” he said.

Finally, Manuel Merino considered that, with this decision, Congress “is showing” the president Martin Vizcarra that “we have to reorder the country.” In that sense, he pointed out that Parliament will continue its efforts “so that the population feels that it has had a Congress, dispersed by various political groups, but thinking of Peru.”

Ombudsman rejects withdrawal of contributions

This Wednesday, the Ombudsman’s Office ruled on the approval of the bill that proposes the withdrawal of contributions made al National Pension System (ONP). Through a statement, he indicated that, although it seeks to resolve this situation in the short term, “it is clear that the effects will be counterproductive for millions of Peruvians.”

As the institution recalled, there is currently “a serious problem” with the large number of people who, despite having contributed for several years to the National Pension System, cannot access a retirement pension upon reaching 65 years of age due to not having met the 20-year contribution requirement, “a situation that is clearly unfair” and that is aggravated by the effects that the pandemic causes on the population.

He also warned that workers’ contributions are not enough to finance payment monthly pensioners. In that sense, he indicated that ONP “It operates with a financial deficit that requires annual transfers from the State”, such as the more than S / .1,800 million annually that have been channeled in the last 5 years to comply with the payment.

After noting that this situation reflects that the system, as designed, “is unviable”, the Ombudsman’s Office considered that “it is vital” not to put at risk the work of various political actors to undertake a Comprehensive Reform of the Peruvian Pension System with rules “that would make it more difficult to find a solution.”
