Linxia Prefecture Press Conference Highlights Stimulating Consumption Vitality and Consumer Rights Protection

On March 14, Linxia Prefecture held a press conference with the theme of “Stimulating Consumption Vitality”. Li Changrui, Secretary of the Party Leadership Group and Director of the Linxia Prefecture Market Supervision and Administration Bureau, briefed market supervision departments at all levels across the state on the relevant situations in strengthening supervision and law enforcement, standardizing market order, ensuring consumer safety, and safeguarding the rights and interests of the masses. Since 2023, the state’s consumer protection and rights protection work has focused on the “five market environments”, promoted the “five major system construction”, continued to purify the consumption environment, and achieved solid results in the protection of consumer rights and interests.

1. Purify the consumption environment and stimulate vitality in managing the sources of consumer disputes

The first is to continue to promote the “Safe Consumption Commitment Campaign”. Focusing on consumer needs such as “food, clothing, transportation, travel, shopping, and entertainment” and based on “quality assurance, integrity assurance, and rights protection assurance”, 422 “assured consumption commitment units” were created, with a total of 2,000 units established. The second is to continue to promote the “seven-day no-reason returns for offline shopping” commitment activity. We have cultivated 205 units that have committed to “returning offline purchases within seven days without any reason”, and have cultivated a total of 811 units, which have returned 49,900 times for consumers, with a return amount of 1.8098 million yuan, ranking among the top in the province in terms of the number of units created. The third is to continue to publicize complaint information. 916 consumer complaint information were publicized across the state, forcing merchants to proactively fulfill their first responsibility for consumer disputes and improving market order and consumer environment from the source. The fourth is to continue to carry out consumption reminders. On key occasions such as “New Year’s Day”, “Spring Festival”, “National Day”, “Double 11” and “618”, we published 11 consumption tips on public accounts and websites, and recorded “618” consumption tips for broadcast on the Gansu Radio and Television News Broadcasting, gaining a wide audience recognition and affirmation.

2. Strengthen publicity and guidance, and continue to make efforts to smooth channels for consumer complaints.

First, give full play to the role of the 12315 complaint and reporting platform. Establish and improve the working mechanism of “relatively centralized acceptance, division of labor and collaborative processing, timely feedback and settlement, and online tracking and supervision” to promote the simultaneous improvement of work simplification, fluency, collaboration, and processing capabilities. A total of 6,236 complaints and reports were accepted and handled across the state, including 4,463 complaints and 1,773 reports, a year-on-year increase of 33.42%. The on-time settlement rate and verification rate were both 100%, helping consumers recover economic losses of 991,200 yuan. The quantitative results of 12315 effectiveness evaluation ranked second in the province. The second is to give full play to the role of source governance of ODR enterprises. During the year, 288 ODR companies were developed, a year-on-year increase of 700%, and a total of 405 companies were developed. 494 online consumer complaints were handled, and the ability to manage the source of consumer disputes was further enhanced. The third is to give play to the role of publicity and guidance in consumer rights protection. During the “March 15” period, 21 theme activities were carried out, with 58,000 consumer participations, 1 press conference was held, 105,000 copies of promotional materials were printed and distributed, 3 news reports were published, 16 special reports were broadcast on radio and television, and 16 special reports were broadcast on radio and television. There were 29 media reports and 17,000 reads.

3. Improve regulatory efficiency and strengthen ourselves on building a solid bottom line for people’s livelihood and safety

First, strictly adhere to the bottom line of food safety. The state party committee and the state government have studied and deployed food safety work six times. 3,064 cadres at the state, county, township, and village levels have guaranteed 14,703 food production and operation entities. The above-mentioned efforts have promoted the implementation of territorial management responsibilities for food safety. The “Food Safety Linxia” campaign was fully promoted, and a total of 24,000 food production and operation entities were inspected, 436 cases of food violations were investigated, and 1.0615 million yuan in fines and confiscations were collected. We continued to increase the intensity of food supervision and random inspections, including random inspections of 6,882 batches of food and tableware, quantitative testing and analysis of 3,548 batches of vegetables, aquatic products, etc., and rapid food inspection of 84,082 batches, strengthening the prevention and control of food safety at the source. The second is to establish a firm red line for drug safety. We carried out actions to consolidate and improve drug safety, inspected 12,500 pharmaceutical and mechanized business entities, investigated and handled 211 cases, a year-on-year increase of 78.81%, and fined and confiscated 533,800 yuan. 11 drug criminal justice connection cases were implemented, effectively ensuring the drug safety of the people. The third is to adhere to the safety defense line of special equipment. We continued to deepen the investigation and rectification of hidden dangers in special equipment, inspected 921 units using special equipment and 8,969 units of special equipment, found 325 potential safety hazards, issued 144 safety instructions, and investigated 10 cases. Carry out gas safety rectification, inspect 19 gas cylinder filling units, 241 gas appliance sales units, and investigate and handle 14 cases. The average hidden danger rate of special equipment platforms across the state is 0.03%, ranking third in the province. Especially after the 6.2-magnitude earthquake occurred in Jishishan County, the support inspection work of special equipment was strengthened to ensure the safe operation of special equipment in the disaster area. The fourth is to ensure the quality and safety of industrial products. Completed 475 batches of industrial product sampling inspections, with a pass rate of 92.4%; carried out 378 batches of coal sampling inspections, with a pass rate of 97.8%, and investigated 5 cases; inspected 342 operating entities of gas stoves and fireworks and firecrackers, and investigated 10 cases; strengthened In terms of quality supervision of agricultural products, 16 batches of chemical fertilizers and 5 batches of agricultural mulch films were randomly inspected, and 4 cases were investigated and handled, ensuring the quality and safety of industrial products.

4. Highlight consumer law enforcement and continue to work hard to combat infringement of consumer rights

The first is to carry out special rectification on consumer protection and rights protection. Special operations such as the “Iron Fist” operation in the field of people’s livelihood were carried out, and 1,132 cases of various types were investigated and handled, a year-on-year increase of 107.71%. The amount of fines and confiscations was 3.035 million yuan, and counterfeit and shoddy goods worth 237,700 yuan were destroyed. We strengthened people’s livelihood measurement work and inspected more than 18,019 various types of measuring instruments free of charge. The second is to strengthen fair competition review. 375 existing documents over the years were cleared, and 331 incremental documents were reviewed. A third-party evaluation agency conducted a comprehensive evaluation of 808 policy and measure documents from 4 counties and municipalities and 15 state departments in our state, and 66 documents suspected of violating fair competition review standards were revised or abolished. Investigate and deal with a case of false reports issued by inspection and testing agencies, and impose a fine of 5,000 yuan. The third is to solidly promote the management of illegal fees. A special campaign to “relieve difficulties and reduce burdens” was launched to deal with illegal charges involving enterprises, inspecting 355 price collection units of various types, issuing 2,680 charge warnings of various types, and refunding 472,900 yuan of unreasonable charges for power supply, property management, etc. The fourth is to strengthen advertising supervision. We launched a special campaign to rectify false and illegal advertisements, supervised the rectification of 144 illegal advertisements, investigated and dealt with 24 illegal advertising cases, and fined and confiscated 200,400 yuan, purifying the advertising market environment.

This year’s theme of consumer rights protection is “stimulating consumption vitality”. Linxia Prefecture’s market supervision department will establish and improve working mechanisms and strengthen the leadership of consumer protection organizations; deepen the creation of safe consumption and continue to purify the consumption environment; strengthen the publicity of consumer complaints and promote self-discipline of enterprises and merchants; Innovate multiple mediation models to reduce the cost of consumer rights protection; carry out consumer publicity and guidance to enhance consumer awareness of rights protection; hold consumer protection skills competitions to strengthen the ability to perform duties; highlight the handling of consumer complaints and carry out solid investigation and rectification; implement efficiency evaluation and evaluation to improve 12315 services Efficiency; improve ODR operation efficiency, promote online dispute resolution; improve the quality of classification analysis, give full play to the ten measures of data support, further strengthen consumer rights protection work, severely crack down on various illegal activities, enhance consumer confidence, stimulate consumer vitality, and actively create safety A secure consumption environment will create a better market environment for high-quality economic and social development across the state.
