China Central Radio and Television Station’s CCTV Integrated Channel broadcast the first episode of the annual anti-corruption blockbuster “Continuous Efforts to Advance in Depth” on the 6th, “Solving Unique Problems.” A detailed list of the three directors of the Public Security Department of Liaoning Province, Li Wenxi, Xue Heng, and Wang Dawei, was the last “corrupt” director who was sacked one after another. Wang Dawei once ordered a bribe of HK$200 million in 22 cardboard boxes delivered to his door in person. It’s so heavy that the car can’t drive up the underground parking ramp.

Wang Dawei has served as the director of the Liaoning Provincial Public Security Department for nearly ten years. In March 2022, he was placed on file for review and investigation. He said: In the beginning, when collecting illegal money, “the deputy director at the same level would give you money during the Chinese New Year. You said that in the same team, you don’t look up, and you have meetings together every day and you still give money. What kind of ecology is this?”

Nearly half of Wang Dawei’s corrupt finances belong to Liu Zhongtian, the actual controller of Liaoning Zhongwang Group.

Liu Zhongtian said: “What can he give me in return? One is not to investigate, the other is not to arrest. I always feel that one more person will open a way out.”

Liaoning Zhongwang Group, once the largest aluminum profile manufacturer in Asia, has now filed for bankruptcy. The fundamental reason for its rise and fall is that Liu Zhongtian relied on money to clear the way for a long time, relied on illegal means to obtain resources, and then turned away from reality into fiction. The disorderly expansion eventually became unsustainable and collapsed. In 2017, Zhongwang Group’s suspected illegal foreign exchange fraud began to come to light, and a vice president was arrested. Liu Zhongtian was worried that if the investigation continued, he would be implicated. Through an intermediary, he asked Wang Dawei to be dealt with leniently and requested not to investigate further.

Qiu Wenxian, a staff member of the Central Commission for Discipline Inspection and the National Supervisory Commission, pointed out that the relationship between Wang Dawei and Liu Zhongtian is quite ironic. Liu Zhongtian wanted to hunt Wang Dawei, but Wang Dawei was willing to be hunted by Liu Zhongtian, and even hunted Liu Zhongtian in reverse.

Wang Dawei had long heard that Liu Zhongtian was arrogant, and he quickly dealt with the case leniently. After the case was concluded, he specially asked Liu Zhongtian to talk to him and “advise him” in person, and the two hit it off.

Wang Dawei said: “I deliberately wanted him to be grateful to me. I did something for you, and you can see that this thing was quite big. I think now that I think about it, I was really crazy at that time.”

Liu Zhongtian pointed out: “What Wang Dawei said implicitly was that I didn’t have any expression. Later, I asked the leader, would you accept it if I get you something someday?” He said, “What can’t I do if you get something for me?” Accepted.”

Liu Zhongtian’s first offer was 40 million yuan plus US$4 million, which Wang Dawei happily accepted.

Qiu Wenxian’s investigation found that a few months later, Liu Zhongtian gave Wang Dawei a total of HK$200 million in Macau four times. With 22 cardboard boxes packed into them, the commercial vehicle Wang Dawei used to pull money couldn’t even climb up the slope of the underground parking lot.

The program said that after receiving ill-gotten gains from Liu Zhongtian, Wang Dawei completely abandoned his career and organization, and embarked on a path of no return, violating discipline and law. In the second half of 2019, the Ministry of Public Security handed over clues to relevant issues to the Liaoning Provincial Public Security Department. While Wang Dawei informed Liu Zhongtian, he also instructed the case-handling agencies not to make any announcements and stop talking. By 2020, Zhongwang Group’s huge debt problem has triggered major regional financial risks. Wang Dawei still tried his best to protect Liu Zhongtian and help him delay Zhongwang’s “explosion”.

Qiu Wenxian pointed out that finance is the lifeblood of the country’s economy and is related to the national economy and people’s livelihood. As the director of a provincial public security department, Wang Dawei’s dereliction of duty not only weakened the credibility of political and legal agencies, but also missed the best opportunity to resolve financial risks, seriously damaging the fundamental interests of the party and the people.

Wang Dawei’s behavior also has a subtle negative impact on the people around him. Li Xinlong, Wang Dawei’s secretary, is also a typical example of what one does and what follows.

Li Xinlong, Wang Dawei’s former secretary, said, “From Wang Dawei’s point of view, he must have been very careless in this regard, so from my point of view, I probably didn’t think it mattered about this matter from the beginning.”

Seeing Wang Dawei’s bold behavior, Li Xinlong’s awe disappeared. Under Wang Dawei’s name, he went around to help people settle cases, promoted cadres, and accepted hundreds of millions of yuan in bribes.
