“There is no possible global Climate Pact, without counting on the natural reserves and biodiversity of Latin America”, said the former minister and former vice president Ramón Jáuregui in a session of the seminar ‘Latin America on the global stage 2021’, held at the International University of La Rioja (UNIR). He added that Europe should build “its climate strategy together with Latin America, which includes investment in renewable energy”; and also count for its “digital strategy with the development opportunities of that region.”

This cycle of conferences is organized by the UNIR Social Council, chaired by former minister Jordi Sevilla, with the collaboration of Nueva Revista; and is directed by the former Minister of Foreign Affairs Trinidad Jiménez, currently director of Global Strategy for Public Affairs at Telefónica.

The speaker, who is president of the Euroamerica Foundation, identified the ills that afflict Latin America: “A region stagnant and far from the centers of economic and political gravity” and with the “eroded social contract.” All of this “exacerbated by the pandemic”, which “has led to the worst economic recession in 120 years.”

However, Jáuregui added, “Latin America matters on the global stage” because it continues to be “an attractive market of 650 million people.” And he highlighted the geostrategic role that it can play: “It is our natural ally on the global scene; since Europe becomes strong if it adds to that region.”

But lately Latin America “is opening up to Asia, with a growing investment influence from China.” So that “he no longer looks to Spain as the great ally that it was, neither bilaterally nor regionally,” he added.

RECOVERING THE SUMMITS BETWEEN THE EU AND CELAC

In this sense, he has proposed the creation of “a committee of wise men” to strengthen the strategic alliance of the European Union and that region. The EU, added the former minister, must “place the region on the radar of European strategy and in the new international geopolitics.” Which means “recovering the summits between the EU and CELAC (Community of Latin American and Caribbean States); and reinforcing SEGIB (Ibero-American General Secretariat), to provide it with greater operational capacity.”

It is important to achieve “political consensus in Spain and in Europe on the importance of this Alliance with Latin America.” And he has emphasized: “The Parliament (the European and the Spanish) should be the headquarters of this recovery of the consensus between the big parties.”

Finally, Jáuregui has proposed “a new much more proactive immigration policy that allows a flow of Latin American migrations, especially to Spain.”

Susana Malcorra, former Minister of Foreign Relations of the Argentine Republic, has intervened in the debate. He considered that, at this moment, when “the usefulness of liberal democracy is in question,” there is no alternative but “to work on a deep rapprochement between the European Union and Latin America, putting values ​​and principles at the center.” .

Malcorra sees an opportunity in “the next elections in Brazil, which could represent a significant change in the direction of the region, leading to understanding and allowing us to consider a more strategic future with Europe.”

Finally, Carlos López Blanco, president of the Digital Economy Commission of the Spanish Chamber of Commerce, pointed out that “the region is going through a perfect storm”, and wondered if “the 21st century is going to be a lost century, out of the technological revolution and digitization. “

However, he has pointed out two strengths of Latin America: that it was “capable of practicing virtuous telecommunications regulatory policies”; and that it has “perfect human capital – young and adaptable – to take on the challenge of digitizing their economies.”
