Katsarov: We will soon introduce a “green certificate” in sites such as restaurants

This will align our measures with those in Greece, France, Germany, Italy and other European countries.

“Soon in Bulgaria it will be necessary for citizens to have a vaccine, a proven recent illness or a recent negative test in order to enter establishments of the type of establishments. This will not artificially limit their capacity,” said Health Minister Stoycho Katsarov in interview with bTV.

To date, there will be no change in the existing measures, but the direction in which we are going is to make our measures similar to those we see in most European countries. Rather, not restrictions such as 50% or 30% of capacity, but rather full capacity, but with a “green certificate” for illness, vaccination or test. In this way, our measures will be aligned with the measures applied in Greece, France, Germany, Italy and other European countries, “Katsarov explained.

From November 1 in public places with a covid certificate?

“Certificates for immunization, illness or a negative test for coronavirus can become a key to enter the gym, restaurant, hotel, theater, cinema and other public places. It is possible that the measure will take effect in our country from November 1,” said the chief. State Health Inspector Assoc. Prof. Angel Kunchev before BNT.

The topic was discussed today by health authorities and restaurateurs. Meetings with representatives of other industries are forthcoming.

If the measure enters into force, it is initially possible to provide free rapid tests, it became clear from the words of Assoc. Prof. Kunchev.

The staff of all public places that we will enter with a certificate must be 100% immune.

If half of the districts enter the dark red zone, it is possible to tighten the measures, Kunchev added.

The establishments are full with 100% vaccinated

The Associations of the Establishments also confirmed the new measure discussed – a “green certificate”, discussed with the Minister of Health Stoycho Katsarov, the Minister of Tourism Stella Baltova, the State Health Inspector Angel Kunchev and experts.

“All establishments will be able to work 100% and without time limit when customers are provided with a vaccination certificate, an official document for the recovery of COVID-19, PCR-test or rapid antigen test, and rapid tests will be taken over by the state, “said the tourism industry.

The “green certificate” is expected to take effect within three weeks. The industry has also been asked to recognize an antibody test, but this has been rejected.

The new rules will apply to all sectors of public life where there is a gathering of people, led by the state administration. They will replace the closure of restaurants without compensation and will be valid only when the state is in the “red” zone, said the Association of Restaurants.

The prosecutor’s office asks about the measures and control

Earlier today, the prosecutor’s office requested information from the Ministry of Health whether there are written rules for the treatment of children with established coronavirus infection and whether the application of more gentle tests for persons under 19 is regulated.

VAP also requested information about the vaccination process – whether violations have been identified, how certificates are issued and how to act in case of false immunization certificates.

The Ministry of Health must explain whether checks on vaccination certificates are carried out and how violations are detected. The regulation under which COVID-19 tests are performed should also be clarified.

Stoycho Katsarov must also send an analysis of the reasons for the high mortality from COVID-19 in Bulgaria in recent weeks.
