World Cup in Qatar, possible repechage for Italy?
This scenario, albeit highly unlikelyhowever, is contemplated by rFIFA regulation. But only two situations they foresee it: one National qualified for the World could be excluded from the competition if its Federation ran into one Suspension or in one expulsion by FIFA.
For both cases, the regulation is clear. As for a Suspension here’s what the article says about it: “The Congress can suspend a member association only on request from the Council. Notwithstanding the foregoing, the advise can, without a congressional vote, temporarily suspend with immediate effect a member association that seriously violates its obligations. A suspension approved by the Council will be in effect until the next Congress, unless the Council has lifted such suspension prior to that Congress.“.
The next article instead regulates theexpulsion. “The Congress can expel a member association only at the request of the Council be) fails to fulfill its financial obligations towards FIFA; b) viola seriously the Statutesi regulations of the decisions from the FIFA; c) he loses the association status that represents the football association in his country“.

What the regulation says
It is therefore really difficult for any Federation to actually come excluded from the World Cup. But if it were to happen, the criterion with which the repechage would be carried out is contained in thearticle 6:
“If any association does withdraw or comes excluded from the competition, the FIFA will decide on the matter a its sole discretion and will undertake any action deemed necessary“.
Does not existtherefore, a real criterion on the basis of which one would decide which one National would be fished out, but it would be the same FIFA to have White paper on how to act.
