Russian forces have conducted several limited and highly localized ground attacks in Ukraine on July 21. The current Russian operational tempo does not differ significantly from that during the officially announced operational break between July 7th and July 16th.
This is reported by the American Institute for the Study of War (ISW) in its review of the last day of the military conflict.
Russian forces continued to carry out small attacks throughout this period northwest of Slavyansk and around the Siversk and Bakhmut areas, without capturing any decisive territory.

On the other hand, Ukrainian forces have recently acquired high-precision systems provided by the West, such as highly mobile artillery rocket systems (HIMARS), which they use to more decisive effect than the Russians achieve with their precision systems.
Russian forces will likely continue to use their stockpile of lower-precision Soviet weapon systems, but the decisiveness of these strikes, compared to the impact of Ukrainian HIMARS strikes, will likely remain limited.
