It is noted that the investigation concerns abuses of more than UAH 62 million in the purchase of humanitarian aid. This is about two episodes.
In the first case investigators indicate the purchase of products at the expense of Ukrzaliznytsia for the population of eight regions and the city of Kyiv. They were allegedly produced at prices that were 2-3 times higher than market prices. At the same time, purchases were made from a Polish company, but they were carried out through an intermediary. As a result of the implementation of the scheme, from March to August 2022, UZ suffered a loss of UAH 28.8 million.
According to investigators, the scheme was organized by the First Deputy Minister of Agrarian Policy and Food. This position has been held since 2021 Taras Vysotsky.
In the second episode we are talking about the purchase of products from a foreign manufacturer from Turkey in the same period. The investigation indicates that the purchases were made with the participation of Vysotsky. Thanks to the involvement of controlled firms in the scheme, prices were inflated. At the same time, law enforcers claim that the ex-deputy minister of economy was also involved in the implementation of the transaction. In this case, Ukrzaliznytsia suffered damage worth UAH 33.7 million.
Recall, according to the investigation, in April 2022, Deputy Chairman of the Sumy OVA Oleg Klemechukov, together with acting. Oleg Chunaev, head of the Department of Capital Construction of the Sumy OVA, organized a scheme to embezzle funds allocated by the government of the Sumy region for the restoration of destroyed infrastructure.
Officials signed contracts for restoration and construction work with five affiliated commercial structures. At the same time, businessmen deliberately included in the estimate the prices for building materials, which are 2-3 times higher than the market ones.
