Do not. A plan with measures at three levels was presented, in which Portugal as a whole is on alert and the Lisbon Metropolitan Area is in an intermediate state of contingency, its 19 most critical parishes in terms of covid-19 cases, located in the municipalities, in a state of calamity. from Amadora, Sintra, Loures, Odivelas and Lisbon.

When do these measures start to take effect?

On July 1, that is, next Wednesday. The rules that are in force until June 30 had had the most recent update with the application of extraordinary measures for the Metropolitan Area of ​​Lisbon, since Tuesday. Throughout this region, the consumption of alcoholic beverages on the street became prohibited, the service areas were also prevented from selling them and the limit of agglomerations in public space was reduced for groups of up to 10 people.

Let’s start at least restricted. What rules are applicable across the country?

The rules of physical distance, use of a mask, capacity and hygiene are maintained, as well as mandatory confinement for patients and persons under active surveillance. The gatherings are limited to 20 people (the 10 mentioned in the previous point if it is the Metropolitan Area of ​​Lisbon). The country goes on alert – which is the lowest degree of exception – but the prohibition of alcohol consumption on public roads is extended to the entire territory.

And what rules are limited to the Metropolitan Area of ​​Lisbon?

There are no specific indications regarding the elderly, and in this sense they are subject to the same rules, even in the parishes of Lisbon where the measures are stricter. But being a risk group, what is already in effect is that the elderly should only leave the house for what is strictly necessary.

Will there be movement limits between parishes or municipalities?

No. This process does not refer to a sanitary fence and people can move freely between parishes and municipalities, even in the areas of the Metropolitan Area of ​​Lisbon in a state of calamity and where measures are the tightest, and must comply with the civic duty of containment, to avoid contagion increases. Therefore, there is also no need for a declaration from the employing company to prove to the authorities that it works in a parish outside that perimeter.

Will people from parishes in a state of calamity be able to go on holiday?

Yes. This is an exception to the civic duty of recollection that prevails in these parishes in Lisbon, taking into account that movement between municipalities is not prohibited.

What is the maximum number of people that gatherings can have?

In the whole country, the gatherings cannot have more than 20 people, in the Metropolitan Area of ​​Lisbon they are limited to 10 people, and in the parishes of Lisbon that remain in a state of calamity, the groups are reduced to five people.

Does the limit on gatherings apply to shows or masses?

No. Events of a cultural nature, such as shows or religious celebrations, are not considered concentrations of people for the purposes of applying this regime, as long as rules such as social distancing are complied with. This applies throughout the country, even in the most critical parishes in Lisbon.

Up to what time is it possible to go shopping?

Throughout the Metropolitan Area, commercial establishments can only operate until 8 pm, with the exception of restaurants or provision of meals in take away. Supermarkets can be open until 10 pm, maintaining the normal hours of pharmacies, offices, clinics, veterinarians, gas stations, sports equipment (including gyms) or funeral homes. The rules are the same for parishes that are in a state of calamity. In the rest of the country, establishments maintain their usual schedule.

What is the value of the fines that will be applied?

Between 500 and 1000 euros for individuals and between 1000 and 5000 euros for companies or legal persons. The supervision and application of fines is the responsibility of the PSP or GNR, in addition to the Maritime Police, municipal police and the Food and Economic Security Authority (ASAE).

Despite the new restrictions, are there more economic activities to be able to suspect on 1 July?

There is. The spas, the spa and bullfighting may return to activity at the beginning of next month.

Until when are these measures in force?

These measures are in effect until midnight on July 14, and are then subject to reassessment by the Government.
