In Paris, municipal officials will have to work eight more days a year


Three and a half months. This is the time remaining at the Town Hall to find an agreement with the trade unions on the implementation of the law on the transformation of the public service of August 6, 2019, which will come into force in January 2022.

A thorny and high-risk case for the mayor of Paris, since this law puts an end to the derogatory regimes to the legal duration of working time in local communities.

However, in Paris, city officials work 1552 hours per year. And, with the law, they will have to align with the regulatory duration of 1607 annual hours. That is 55 hours more. Enough to raise the anger and concern of the 52,776 civil servants and contractors in the municipality.

“This law seems anachronistic to us”

At the call of an inter-union, bringing together almost all of the organizations representing the staff of the mayor of Paris, two demonstrations have already taken place on the forecourt of the town hall to refuse any extension of working time. The unions were received this Thursday afternoon. An agreement must be found by July.

“This government insists on making reforms on the issue of work, while we are in the midst of a health crisis”, regrets Antoine Guillou, the “human resources” gentleman of the executive.

“This law seems anachronistic to us and the reverse of history and progress, especially as public service agents have been mobilized on the front line in the health crisis we are facing”, insists Anne Hidalgo’s deputy. (PS).

Four years ago already, the regional chamber of accounts had sent a “reminder of the law” to the City on this subject, urging it to “change the protocol for the development and reduction of working time, so as to ensure compliance with the regulatory duration of 1607 annual hours ”.

According to this supervisory authority, the annual working time of Parisian agents of 1552 hours represents a cost of at least 74 million euros per year for the Parisian community. The equivalent of 2,100 jobs (roughly 4% of the City’s workforce).

The municipal team, which will have to comply with the law, has already announced that it wants to take advantage of the forthcoming negotiations to “take the final steps on gender equality and achieve real equality”.

Union meeting this Friday morning

“We will also take into account the arduousness of the work, will work on vocational training …”, lists Antoine Guillou, as if to better pass the pill with the unions. “All this is incidental, the reality is that we are going to have to work eight more days a year” comments Patrick Leman, secretary general of Unsa, at the end of the meeting with the deputy. . The unions are due to meet this Friday morning to decide on future actions.

Antoine Guillou, he judges that this first meeting gave rise to a constructive dialogue, “even if the trade unions remain very opposed, and one can understand it, to the increase of the working time”.
