Impending Military Conflict and the Use of Lethal Techniques: Insights from Prof. Nikolay Radulov on the Russian Invasion of Ukraine

We are too close to military conflict. Regardless of the fact that we are a member state, if the conflict expands, sooner or later, it will affect us as well. There are already rumors that it will begin to use more dangerous munitions, such as cluster bombs. A large part of them do not explode on the ground, but later in the hands of innocent people. This makes me fear that a new lethal technique may be in use. This was stated by national security expert Prof. Nikolay Radulov in the program “More of the Day” on BNT.

“Very little separates the use of combat drones from those guided by rudimentary artificial intelligence. There may be collateral casualties from all sides bordering this conflict. There is no indication that the conflict will subside,” he warned, citing the Vietnam and Afghanistan wars as an example.

National Assembly decided: We are sending APCs to Ukraine

Prof. Radulov also commented on the additional military aid of 100 armored personnel carriers that our country is sending to Ukraine. “This is a technique that was produced in the 1950s or 1960s. It is doubtful what condition they are in and whether they can be put into normal operation. Against the backdrop of modern weapons already being used in Russia’s war in Ukraine, it is questionable what condition our equipment is in and whether they can be brought into good condition. They are probably out of order for a long time, they probably no longer produce spare parts for them. Most likely, these APCs have no value other than symbolic. Some of these machines were involved in the Revival process,” the national security expert pointed out.

According to him, we do not have a weapon that is used and can be given from the stocks of the Ministry of Internal Affairs. “All the police in our country are armed with pistols that are equal to these APCs. We have old weapons that are sold to collectors and the money goes into the budget,” he added.

“It is possible to have a modern police. In the Ministry of Internal Affairs, the possibility of high technologies must first be perceived. But there they insist on this topic, because the officials in the Ministry of Internal Affairs are afraid that they will be replaced by technology, but that is the idea. Routine activities must be carried out by new technologies, and people, the life force must be on the street among the people.

In the Ministry of the Interior itself, year after year, the money increases, but it is not enough. However, it is also true that the police officers who are in the field and actually do the work receive low salaries. At the same time, there are many positions in the Ministry of Internal Affairs where one sits behind a desk and they are very well paid. Maybe people don’t know this, but the salary of a chief in the Ministry of the Interior is 4-5 thousand BGN, but since they participate in various EU programs, they actually bring in 13-14 thousand BGN per month, and this against the background of the lack of money for shoes, clothes, and weapons. So there can be a reform of the Ministry of the Interior, but it must be done by the leadership of the Ministry of the Interior, not by the parliament,” explained Prof. Nikolay Radulov.
