Hungary Receives 10 Billion Euro EU Funding and Plans to Exploit Ukraine Issue, Political Scientist Says

Kudor emphasized that Hungary has already managed to achieve its goal – on Wednesday, December 13, the European Commission unblocked 10 billion euros, which Hungary was entitled to from EU funds. According to the political scientist, Hungary will continue to follow the current model of behavior and will try to squeeze out the maximum benefit in relations with Brussels by using the Ukraine issue.

“In general, I am optimistic. Even if Orbán manages to freeze, limit some decision-making, it is only a matter of time. Although Hungary with Orbán at its head demonstrates absolute inflexibility, it is not like that at all. The fact that Orbán left the room during the European Council vote, gave the opportunity to vote on the start of accession negotiations. This is a grand victory for Ukraine. Ten years ago it was unthinkable,” said the political scientist.

Kudor assumed that the decision of the European Council will have a positive impact on Ukraine’s domestic policy. Since there is a real prospect of joining the EU, the speed of reforms will also increase in Ukraine.

Although the EU launched the Eastern Partnership in 2009, which is the bloc’s cooperation program with Armenia, Azerbaijan, Georgia, Moldova and Ukraine, it did not give a real perspective to join. According to the political scientist, Ukraine will have to deal with issues related to judicial independence, reducing and combating corruption, as well as reducing the power of oligarchs. Steps are already being taken to address these issues, but the real perspective will improve Ukraine’s democratization and the strengthening of the rule of law.

Asked if Hungary could leave the EU in the future, Kudor noted that Hungary’s motivation to be in the EU is largely materially motivated. Although Orban makes various statements from time to time and his foreign policy is harmful to the EU’s common foreign policy towards the East, time passes and Orban adapts to the situation anyway. Hungary needs funding from EU membership.
