The Personnel and Careers Department is made up of an administrative and payroll management service and a collective and career management service.
The administrative management and payroll service is made up of:
– Holder management department
– Management of non-holders
– Payroll support department

Permanent missions and activities

Payroll / social charges:
– Ensure the monthly liquidation and mandate of staff salaries;
– Produce, monitor and control for their mandate the monthly declarations of social charges (URSSAF, Ircantec, Civil pension, GUSO …);
– Guarantee, in conjunction with the payroll coordinator, the correct triggering of employee and employer contributions;
– Participate in the regulatory watch on contribution rates;
– Being the interlocutor of social organizations;
– Monitor the consumption of the staff envelope (monitoring table);
– Participate in payroll meetings with the accounting agency and the information systems department;

Monthly and event-driven DSN (in pairs – internal referents):
– Launch checks and treatments, analyze the anomalies reported and make corrections;
– Contribute to the implementation of the event-driven DSN project (participation in workshops, tests, etc.);

Billing:
– Ensure the control and invoicing of other HR expenses (Pôle emploi, AVEJ, service validations, notice of amounts payable CNRACL, FIPHFP …);

Management / declaration:
– Ensure the follow-up and control of requests from secondary employers – RAFP (accumulation of activities);
– Ensure the declarations of paternity leave of holders with the deposit fund;
– Prepare, monitor and control compensation campaigns for dangerous, unhealthy, inconvenient or dirty work (contractual agents);
– Monitor and control the expenses of agents recruited on assigned resources (agreements) in connection with the HRIS piloting service of the department delegated to human resources and ensure their liquidation and authorization;
– Monitor and control the processing of daily social security allowances in conjunction with the department’s contractual staff and the establishment’s accounting agency (collect, enter and control in the various internal environments – Geode / Sirepa

– ijss, monitoring dashboards, etc.);
– Participate in audits (court of accounts, statutory auditors, etc.) and prepare the supporting documents requested in connection with the activity;
– Follow the original career of permanent staff seconded on contract in conjunction with those in charge of individual management and payroll of the department’s contractual staff;
– Take charge, as part of the preparation for the end of management, the establishment of accrued charges, receivables and clearing of accounts. Work in close collaboration with individual management and payroll managers as well as the accounting agency;

Public establishment of the Ministry of Culture, the National Library of France (BnF) has for mission to collect, preserve, enrich and communicate the national documentary heritage.

The BnF’s collections are unique in the world: fifteen million books and magazines, but also manuscripts, prints, photographs, maps and plans, scores, coins, medals, sound documents, videos, multimedia, decorations, costumes, etc. constant. All intellectual, artistic and scientific disciplines are represented in an encyclopedic spirit. Its digital library, Gallica, provides free access to over four million documents.

The National Library of France employs 2,295 staff at 7 sites (including 3 outside the Ile de France region) and has a budget of over 228 million euros, including 136 million for staff costs. Its heritage collections include more than 35 million documents of all kinds, communicated to the public in 35 reading rooms. It manages 5 exhibition halls and 2 auditoriums, and annually welcomes a million readers and visitors to its various sites.

The National Library of France is organized, under the authority of the President and the Director General, in five departments: Collections Department, Services and Networks Department, Administration and Personnel Department, Public Department and Department of Cultural and Museum Development. In addition to these departments, there are four delegations (sponsorship, strategy, communication, international relations).

The Human Resources department (made up of around 70 people) reports hierarchically to the Administration and Personnel Department and functionally reports to the Chief Executive Officer. It implements Decree No. 94-3 establishing the National Library of France which specifies the powers of the President of the institution in terms of human resources management, as well as Decree No. 2007-1781 of December 17. 2007 delegating authority to the President of the National Library of France in matters of personnel management from various bodies of civil servants.
As such, the Human Resources Department (DdRH) carries out all staff support activities, in terms of administrative and payroll management, training, social action, logistics and preventive medicine. The DdRH also ensures the follow-up of the social dialogue, the prospective on the evolutions of the trades, the management of time and activities.
