Krefeld The city council and the district council of Hüls are unanimous: the outdoor pool needed in the northwest of the city is to be built in Hüls. At their request, the CDU confirmed their respective resolutions from the spring of 2019 in their most recent meetings. The new building is intended to cover school swimming as well as the leisure area.

However, it is now also clear: “It will take a few years to complete,” said district head Hans Butzen (SPD).

The responsible deputy Markus Schön presented the facts to the district council. The city will then face investment costs of more than seven million euros to replace the natural pool, which has been closed since 2019. The Council made available one million of these in the previous years in the 2020 and 2021 financial years.

At that time, it was hoped that the old natural pool could be restored by 2020 so that it complies with modern guidelines and can also be operated in a legally compliant manner. However, the legal opinion of a law firm from Mönchengladbach is now available. Accordingly, the measures at the Hülser Bad are subject to building permit, building regulations do not exist at the current location outdoors. A development plan was necessary – with an open exit.

“A regular B-plan would take two to two and a half years,” reports Hans Butzen. Residents could also take action in the process. Alternatively, a project-related B-Plan is possible, which takes about a year. The administration also had to examine how the conversion of an existing building should be assessed legally.

“The administration has made itself honest,” summarizes Butzen. However, there was a long discussion about the lack of personnel planning resources at the city administration. Timo Kühn (CDU) therefore proposed that the planning be outsourced. For this, however, an award procedure is necessary, which then takes time again, says Butzen. The missing staff was re-registered in the establishment plan procedure 2021.
