How to request the help of 900 euros per month for tenants affected by the coronavirus – idealista / news

A ministerial order published in the BOE on Saturday April 11 has developed rental assistance for tenants affected by the covid-19 that the Government had already announced in March. So, will give up to 900 euros per month (not exceeding 100% of the rent) to pay the lease for half a year for those tenants who have not been able to pay the microcredits endorsed by the State.

This aid of 900 euros per month, developed within the State Housing Plan 2018-2021, It can only be requested by those tenants who have not recovered from the situation of vulnerability and cannot face the return of the microcredit endorsed by the State. The BOE explains that this aid may be granted for a period of up to six months, and that corresponding to the month of April 2020 may be included as the first monthly payment.

Any tenant in a situation of economic vulnerability may request the moratorium from the landlord when the latter is a company or public entity (for example, EMVS) or a large holder, understood as a natural or legal person who owns more than 10 homes.

In the case of the small owner, understood as one who has less than 10 homes owned, may accept from the tenant, voluntarily, the postponement of the payment of the rent or the total or partial forgiveness of the same, if nothing had been agreed previously between the parties.

The owner will have seven working days to accept the conditions, but in case of not accepting the postponement or forgiveness (because, for example, he could not afford it economically either), the vulnerable tenant will have access to the financing aid program regulated in the royal decree , such as direct aid or a microcredit from the ICO. Therefore, for the small landlord the moratorium is optional.

In case of not being able to face the microcredit from the ICO, The Autonomous Communities will determine the exact amount of this aid, within the limits established for this program.

Aid will be granted by direct award and in the “cases of vulnerability economic and social impact as a consequence of COVID-19 ”, which will be determined by the autonomous communities and the cities of Ceuta and Melilla. The Autonomous Communities and the cities of Ceuta and Melilla must specify the deadline (not being able to be extended in any case beyond September 30, 2020) and form of submission of applications, by resolution or agreement, which will be publicized, as soon as possible, as stated in the statement sent by the former Ministry of Development.

Request for aid

The aid must be requested by the tenant from the autonomous community or the corresponding city of Ceuta or Melilla, until September 30, 2020.

In the event that the Autonomous Communities and the cities of Ceuta and Melilla do not determine additional or complementary assumptions of “situation of economic and social vulnerability arising as a result of COVID-19”, those defined in article 5 of the Royal Decree shall apply. -law 11/2020; Likewise, as long as they do not determine the documentation for the accreditation of said additional or complementary assumptions, the provisions of article 6 of the aforementioned Royal Decree-Law shall apply.

The request must be accompanied, in any case, by full copy of the lease in force, with express inclusion of the means and form of payment to the lessor, and the proof of payment of the last three monthly payments, unless the contract has a shorter term, in which case the payment will be credited from the beginning of the contract . This documentation must be sufficient so that, where appropriate, the aid can be paid directly to the landlord on behalf of the tenant.
