how to move in Italy and abroad

The time of holidays is now in sight, the vaccination in Italy now advances quickly, the limitations diminish, the curfew above all. There are all the elements to finally dream a good one travel. But if it is not possible to make the recall before departure, what will happen? Will we be able to leave anyway? For example, Mr. Franco Pigas booked the Modern vaccine for May 21 and June 18, to be able to leave for Portugal in total tranquility on June 29th. But if instead of Moderna he had booked Pfizer, with the recall now postponed by a few weeks, he would have found it impossible to leave with a complete vaccination certificate. What was he supposed to do?

THE OPTIONS – Give up the trip? To be reimbursed for the cost of tickets already purchased? Losing the money spent? In short, what happens to the holidays of those who have made a single dose of vaccine? Many Italians are putting off the moment of reservation waiting to understand when they can count on immunity. The lengthening of the time between the first and second dose, for vaccines that require booster, risks overlapping the closure of the vaccination course with vacation days, and in particular with the months of July and August. Hence, in view of the summer, it would be important to allow Italians to receive the second dose in a region other than that in which the first was received, so as to facilitate the organization and booking of holidays.

INDICATIONS – The indications on the matter are not yet precise, but the question is a must, given that 9 million Italians are already ready to leave. So that the pressure of the mayors of many tourist resorts for the second dose of anti vaccine rises Covid for tourists on vacation, in a region other than that of the first administration or even for those arriving from abroad in our country. A request was also made by the president of Federalberghi, Bernabò Bocca, regarding vaccines to be carried out in another region. «In view of the summer, it will be important to allow Italians to receive the second dose in a region other than the one in which the first was received, in order to facilitate the organization and booking of holidays.». Abruzzo, Lazio, Molise, Liguria, Veneto, Lombardy, Calabria and Puglia above all are pressing that we go in this direction, even if at the same time they do not hide the logistical difficulties. Much will depend on the availability of vaccines. But there is also the risk that the regional IT systems do not register the second dose in a region other than that of residence, with inevitable repercussions on the vaccination pass which will have to reactivate mobility at the end of the emergency.

VACCINATION – At the moment, the road ahead to reach the goal of the second dose on vacation is still uphill. The general is in fact absolutely opposed to this solution Francesco Paolo Figliuolo, extraordinary commissioner for the Coronavirus emergency, who he solves the puzzle of inoculations for vacationers with the most pragmatic of the solutions in the field: “Adjust the holidays according to the vaccination appointment”. No extraordinary plans for hubs on the beach or other places for summer holidays, as some governors have been asking these days: “It is good for those who go on vacation to regulate their travel without forgetting the importance of the vaccine. So for Astrazeneca it can be done with an interval between 4 and 12 weeks between the first and second dose, with mRna vaccines it can be done at 42 days. I think this of the recall and the holidays may not be a problem. I am open to any proposal that the Regions will want to make me; obviously there is a limit to everything which is pragmatism, if we do fancy flights and inventions, I’m not there ».

THE ALTERNATIVE – The Undersecretary of Health was much more of a possibility yesterday Pier Paolo Sileri which proposes an alternative. «The second dose can be postponed – he explained – Being able to postpone it for a few weeks means that you can choose to do it before departure but also on the way back, I think it is the most common sense. Where this is not possible, it will be possible to organize, if the information systems of the regions can all communicate with each other, this is not the case for all regions. For example, if I took a Pfizer on July 30th, the recall must be between 3 and 6 weeks later, I can organize myself to do it on vacation but also on my return, considering that in any case I would stay within 6 weeks ». However, for Sileri it would be possible to allow vaccination in vacation spots. «I don’t see it difficult to offer large hubs, but we need to know in advance what the movements are, what vaccine has been made and if there is no possibility of doing it on return. It will be a question of putting all this into a system and crossing needs with the reality of things ». Even the Minister of Tourism Massimo Garavaglia, while acknowledging the complexity of the operation, has not closed this hypothesis. «It is clear that there will be some difficulties in carrying out vaccinations outside the region of residence. However, we are confident that we will be able to find ways to solve this problem as well, which is not simple but with perseverance and organization we will be able to find the solution ».

THE GREEN PASS AFTER FIRST DOSE – Meanwhile, the text of the new Covid decree dismissed by the council of ministers the other day was published in the Official Gazette. And to the article 14 we talk about the green pass. The COVID-19 green certification, issued (also for traveling) is valid for nine months from the date of completion of the vaccination cycle. But it is emphasized that it is also released «simultaneously with the administration of the first dose of vaccine and is valid from the fifteenth day following administration until the date scheduled for the completion of the vaccination cycle».

IN ITALY – So, do I call yes or no before leaving? And can you go on vacation having only received the first dose? If you really want to leave before the recall here is what we will have to face. First of all, we need to make a difference between a holiday in Italy and one abroad. Let’s start with our country. In this case the mechanism is simpler: even without the second dose of vaccine it is possible to move freely between different Regions without major problems, at least if both are in yellow zone. If the region of departure or arrival is in the orange zone or in the red zone, the question becomes more complicated. But not too much: if you do not have a certificate of recovery from Covid in the last six months or a certification of vaccination with first and second dose, then it is enough to have the negative result of a swab carried out in the last 48 hours.

ABROAD – The situation abroad is obviously different. Those who want to leave for the holidays with only one dose of vaccine, without completing the cycle and therefore without being immunized, will have many more limitations. Currently, pending a more precise definition of EU rules and the European Green pass, each country has its own restrictions. Mr Pigas above, for example, will be able to go to mainland Portugal but will be required to submit a molecular RT-PCR test with negative result, carried out within 72 hours prior to the trip, without which he will not be able to board. Even in Spain, entry without quarantine is allowed if a molecular test is carried out with a negative result in the 72 hours prior to entry into the country. In Germany it is necessary to prove that you are vaccinated with both doses or that you have been cured of Covid or, again, that you have a negative test in the last 48 hours. For Greece you need a negative test, with documentation in English, to be carried out in the 72 hours prior to entry. In France, entry from other EU countries is currently not recommended, but in reality a molecular test with negative results carried out in the last 72 hours is sufficient. In the United Kingdom, which is no longer in the EU, you need: a negative test in the last 72 hours, the completion of an online form in the two days prior to arrival, a 10-day quarantine (which becomes 5 if the country of departure does not is included in the British black list) and two Covid tests to be carried out on the second and eighth day of isolation for a cost of more than 200 euros. In the United States, however, entry from Italy is currently prohibited.

Meanwhile, comforting research on the effectiveness of the first dose of vaccines comes from the United Kingdom. 96.42% of Brits who received the first dose of the AstraZeneca or Pfizer Covid vaccine developed the antibodies (this percentage rises to practically 100% with the second dose). This was revealed by a study conducted in England and Wales on 8,517 vaccinated, writes the Guardian. According to the research, 96.42% of those who received the first dose of the vaccine developed antibodies after 28-34 days, a percentage that rises to 99.08% 7-14 days after the second dose. Both AstraZeneca and Pfizer are considered efficient in developing the immune response against Covid-19, researchers from University College London have established. «It’s one of the first real-world vaccine studies in the UK and it’s fantastic news»said one of the authors, Dr Maddie Shrotri.
