An order initially planned for 2020
On February 28, 2020, a decree (itself arising from the Macron law of 2015), established the reduction in notary fees. Its entry into force is scheduled for 1is May 2020. This was without counting on the Coronavirus pandemic, which plunged the country into a state of health emergency, compromising the application of these measures.
On April 28, 2020, faced with reduced activity in the sector, the government decided to postpone the entry into force of the initial decree on decrease in direct compensation (registration fees, duties and taxes are therefore not concerned) notaries at 1is January 2021.
A symbolic drop for real estate purchases?
According to the Superior Council of Notaries (CSN), this reduction in notary fees should be average of 1.9%. For example, the magazine Mieux Vivre Votre Argent has calculated that it will be possible tosave € 53.16 on a € 300,000 transaction.
However, the amount of future real estate purchases will vary the proportion of this decrease in notary fees. The following table should help you see more clearly.
i | Percentage of notary fees | |
Amount of real estate purchase | In 2020 | In 2021 |
From 0 to 6.500 € | 3,950 % | 3,870 % |
From 6,500 € to 17,000 € | 1,627 % | 1,596 % |
From 17,000 € to 60,000 € | 1,085 % | 1,064 % |
Above € 60,000 | 0,814 % | 0,799 % |

But more significant on other notarial acts
If this reform, which concerns all notarial acts, seems more symbolic than effective on real estate purchases, it will also concern the drafting of the PACS agreement and mortgage release operations. And much more significantly.
- Today, the benefit for a couple wishing to pacify is 192,31 € HT (€ 230.77 incl. From 1is January 2021, it will be 84,51 € HT (102 € TTC).
- Regarding the mortgage release prices, they will soon be 78€ if your capital is below the € 77,090 mark. Above, it will be necessary to discharge 150€.
